Not participation headcounts. Not narrative descriptions of program activity.
Structured evidence - showing what athletes achieved, how they progressed through development pathways, and how outcomes compare across seasons.
For PSOs, the quality of year-end funding submissions is determined not in October when applications are due but throughout the summer when programs are running and data is being collected.
