The Systems That Run the City Were Not Built for the Internet

Water treatment controls. Building management systems. Traffic signals. Standby generators. Most of this equipment was designed decades ago to run in isolation, and most of it now sits on a network somebody connected later.

City & State New York has named Rafael Arboleda one of its 2026 Latino Trailblazers.

Rafael started Compulink Technologies in 1986 as a cable wiring company. Forty years on, the same company runs cloud, cybersecurity and managed services for public sector and school clients across the Tri-State area, and it is still family owned.

City & State also picked out his work on government procurement, pushing for minority and women owned firms to get a fair shot at contracts.
