After a demanding and productive week in Victoria Falls, we have come to the end of the Second African Preparatory Meeting for the ITU Plenipotentiary Conference 2026. What began as preparatory work has now taken firmer shape, with the delegations bringing dedication, commitment and expertise to the proposals, priorities and to the steps that will guide the continent’s road to Doha.

We remain grateful to the Government and people of Zimbabwe, the Ministry of ICT, Postal and Courier Services, Zimbabwe and the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) for the warm hospitality and support extended to all delegations. Our appreciation also goes to ITU, PP26 host nation - Qatar, Member States, regional organisations, Associate Members and partners for their valuable contribution to this important work.

In Victoria Falls today, Hon. Dingumuzi Phuti, Deputy Minister of Information Communication Technology, Postal and Courier Services of Zimbabwe, has opened the Second African Preparatory Meeting for the 2026 ITU Plenipotentiary Conference, which will take place in Doha, Qatar.

The meeting brings African Member States together to refine common priorities, strengthen coordination, and prepare African Common Proposals rooted in the continent’s digital development interests.

Earlier today, the Government of the Republic of South Africa, led by the Department of Communications & Digital Technologies., graciously received Member States in Cape Town for the opening of the 27th Ordinary Session of the ATU Administrative Council.

The session places before Council the substantive institutional issues through which the Union accounts for its work and remains responsive to its mandate. Over the coming days, Member States will examine the Secretariat’s activities, financial and administrative performance, areas for reform and issues that require coordinated continental attention.

As ATU continues to make its contribution at the ongoing ITU Council, Secretary General John Omo has held a series of engagements with partners whose work remains closely connected to Africa’s digital development agenda.

He met separately with Ms. Bogdan Martin, Secretary-General of the International Telecommunication Union, and Mr. Mario Maniewicz, Director of the ITU Radiocommunication Bureau, with discussions touching on ITU’s continued support to Africa’s digital progress, spectrum planning and management, and the region’s effective participation in global ICT processes.

The Secretary General also met Dr. Jovan Kurbalija Executive Director of DiploFoundation, for a discussion rooted in ATU’s regional capacity-building mandate and Diplo Foundation’s work on digital policy, AI and emerging technologies.

The engagements continued with Ms. Bernadette Lewis, Secretary-General of the Commonwealth Telecommunications Organisation, with attention to practical ATU-CTO collaboration on capacity building to support the region’s wider digital development agenda.

On the sidelines of the ongoing ITU Council, Secretary General John Omo held a bilateral meeting with Her Excellency Ms. Clara Delgado Jesus, Ambassador and Permanent Representative of the Republic of Cabo Verde to the United Nations.

The meeting provided an opportunity to discuss how ATU can work more closely with Cabo Verde to strengthen the country’s participation in the activities of the International Telecommunication Union and support greater benefit from ITU programmes, processes and platforms.

The discussion also touched on membership-related matters and the practical steps that can support Cabo Verde’s sustained participation in ATU’s regional coordination work and in the wider processes of the ITU.

ATU remains within reach, never more than a telephone call away for African countries seeking to connect national digital priorities with regional coordination and global ICT decision-making.

At the ongoing ITU Council Meeting in Geneva, Secretary General John Omo today met with the Director of the ITU Telecommunication Development Bureau, Cosmas Luckyson ZAVAZAVA, PhD, for discussions on continued cooperation between ATU and the International Telecommunication Union.

The Secretary General expressed ATU’s sincere appreciation for the Bureau’s longstanding support to the Union, both directly and through ITU’s work in Africa. The meeting was also attended by Dr. Emmanuel Chifuel Manasseh, Regional Director at the ITU Regional Office for Africa, whose office remains central to the overall implementation of ITU development priorities on the continent.

Discussions also covered collaboration on digital capacity building for young Africans, preparations for the ITU Regional Development Forum for Africa in Victoria Falls, Zimbabwe, implementation of ITU regional initiatives, and Africa’s coordination ahead of the ITU Plenipotentiary Conference 2026.

ATU looks forward to sustained cooperation with the ITU Telecommunication Development Bureau, as well as with other partners, in advancing Africa’s digital development priorities.
