In 2018, India's mobile market was fairly balanced — four major players, each with tens of millions of loyal users. Fast forward to 2025: Jio has nearly doubled its subscriber base to 453 million, becoming the undisputed leader. Airtel held strong with steady growth to 368 million. But Vodafone Idea (Vi) has lost nearly half its customers, BSNL has also seen its user base shrink, and MTNL's small share has been virtually decimated. It's a masterclass in disruption: one bold entrant reshaped an entire industry, while legacy players struggled to keep pace. Jio did not merely win customers from incumbents — it changed India’s mobile market from a voice-led business with expensive data into a mass-market, data-led utility.

MEF Data Insight - Where MVNO Market Share Has Most Grown and Most Shrunk

Mobile virtual network operators (MVNOs) inject diversity and competitiveness into mobile markets. And theirs can be quite a mercurial space. Between 2020 and 2025, some MVNO markets blossomed to capture around a fifth of mobile connections — including, out of the five fastest growing, South Korea, Austria and the Netherlands. Dutch MVNOs led the pack, achieving 22% market share in 2025.

The fastest growing MVNO market was Mexico, whose share grew fourfold from a low base of 2% in 2020 to 11% in 2025. That share would have been bigger if it had not been for a slight correction in 2025 — a stutter in an otherwise vertiginous ascent.

The steepest contractions were confined to the mature MVNO market of Europe. Some European countries saw MVNOs' share of connections shrink by around three quarters — 85% in Switzerland's case. Spain, Belgium and Czechia also saw massive reductions.

Wholesale access, regulatory conditions, operator strategy, positioning, distribution, and customer retention are all determining factors in deciding the sustainability of MVNO market gains.
