Less than 7% of enterprises have deployed AI in production. At , Ankush Sabharwal, CEO and CTO of CoRover AI, was clear about why.

The issue isn’t capability; it’s approach. Most teams start with the solution: cloud, frontier models, large infrastructure. They then work backwards to find a use case. Sabharwal’s argument was simpler: start with the problem, and let that dictate the stack.

CoRover has built conversational agents that run entirely offline — in banks, defenc]se installations, and consumer appliances — operating on four gigabytes of RAM with no internet connection.

Not as a limitation, but as a deliberate architectural choice. A scoped, on‑device use case can deliver better latency, stronger compliance, and higher accuracy than a cloud‑dependent equivalent, because the model only needs to be right about one thing.

The broader point was about how enterprises adopt AI. Cloud‑first made sense in 2015. Today, the approach is tiered: cloud when you need scale, on‑prem when compliance demands it, on‑device when the use case allows it.

The teams making real progress are the ones solving a specific problem with whatever tools fit — and improving from there.

On 15th February 2023, Ankush Sabharwal was fortunate to formally introduce “Sovereign AI” for the first time in a conversation with Hon’ble Union Minister for Electronics & IT, Shri Ashwini Vaishnaw Ji. CoRover | Bharatgpt was also demonstrated to top leaders of India and the world, receiving blessings from visionary leaders, including Hon’ble Prime Minister of India, Shri Narendra Modi Ji (PMO India), showcasing how AI was being implemented at scale in India — built on Indian data, languages, and values.

At that time, the focus was simple: build AI for India.

A meaningful exchange with The Rt Hon Kanishka Narayan, Minister for AI of the United Kingdom.

As nations accelerate AI adoption, Sovereign AI is becoming increasingly critical - building AI on trusted infrastructure, local datasets, and country-specific intelligence.

We see a significant opportunity to replicate the scale of AI adoption in the UK, similar to what we have enabled in India through our full-stack Sovereign AI approach.
