The Financial Conduct Authority (FCA) has published Policy Statement PS26/15, introducing the final rules for the UK’s MiFIR transaction reporting reform.

This represents one of the most significant updates to the UK transaction reporting regime in recent years - designed to streamline the compliance burden while maintaining high-quality market surveillance.

Key Highlights:

- Fields Reduced: RTS 22 reportable fields drop from 65 to 52.

- FX Derivatives Removed: Carved out of UK MiFIR scope (now monitored under UK EMIR).

- EU Venue Scope: ~7 million instruments traded exclusively on EU venues removed from UK scope.

- Shorter Remediation: Default back-reporting period reduced from 5 years to 3 years.

- Key Timelines: Supervisory flexibility starts 3 August 2026, with mandatory go-live on 3 April 2028.

The end of parallel regulatory silos is officially on the horizon.

ESMA’s newly released Final Report on financial transaction reporting delivers an undeniable mandate: the siloed era of MiFIR, EMIR, and SFTR is coming to an end.

By moving to a unified, structural "Report Once" architecture (technically labeled as Scenario 2a), the industry is looking at a massive 22% to 24% reduction in annual operating costs, translating to up to €4.9 billion in cumulative net benefits over a ten-year horizon.

But ESMA makes one thing clear: true simplification cannot be achieved by simply merging legal texts. It demands a complete structural reformulation of data flows and reporting infrastructures.

The Timeline: Long-Term Blueprint vs. Short-Term Relief

- The Long Game (Target 2031): Work on integrated Level 2 templates is expected by mid-2029, paving the way for a fully operational, integrated single reporting framework toward H2 2031.
- Immediate Relief (Short-Medium Term): Firms won't have to wait 5 years for a break. ESMA is prioritising immediate, independent intermediate measures. Chief among them is expanding mandatory delegated reporting for FC-to-NFC transactions , which will completely eliminate the heavy operational burden of dual-sided Trade Repository (TR) reconciliations.

One Rulebook to Bind Them? The FCA & Bank of England’s Boldest Move Yet.

The May 2026 Regulatory Initiatives Grid dropped this week, revealing a major shift: the FCA and Bank of England are forming a joint taskforce to harmonise UK MiFIR, UK EMIR, and UK SFTR into a single reporting estate.

This is not just admin housekeeping. Regulators are moving away from treating these regimes as separate EU inheritances. If you have ever tried to reconcile a repo trade across SFTR and MiFIR, you know how critical and challenging this alignment will be.

What Is Changing?

- Unified Architecture: A streamlined framework to cut duplication. Standardising UTIs/LEIs is the easy part; field-level alignment and lifecycle modelling will be the real test.

- FCA Handbook Migration: MiFIR requirements are moving into the FCA Handbook by H2 2026. This allows faster updates without primary legislation, accelerating divergence from ESMA.

- EMIR Overhaul: Permanent intragroup exemptions and a new Bank rulebook for CCPs by Q4 2026 mean the pieces are moving fast.
