Kanchibiya Gets Connected: New ZICTA Tower Brings Network to Luchembe Rural Hospital

ZICTA Director General Eng. Collins Mbulo commissioned a brand-new communication tower at Luchembe Rural Hospital Centre in Kanchibiya District, Muchinga Province, and the impact is huge. This tower is one of 80 being built under Phase III of the National Mobile Network Expansion Project, bringing reliable 2G, 3G, and 4G connectivity to a community that has waited far too long to be seen and served. An estimated 5,678 people, 6 schools, and 3 health institutions will now benefit from access that was once out of reach.

Speaking at the same event, the Permanent Secretary – Muchinga Province in a speech read by the Assistant Secretary Mr. Evans Hichilema, said that the launch of the tower aligns with the digital transformation Agenda of ensuring that all the citizens have adequate ICT infrastructure and therefore able to access the digital services.

His Royal Highness Chief Luchembe, who attended the launch, thanked the Government for its commitment to ensuring that no one is left behind under the national digital transformation agenda. The Chief stressed the importance of connectivity and the opportunities brought about for the surrounding community. He emphasized the community’s role in ensuring the safety of the newly erected tower.

ZICTA Director General, Eng. Collins Mbulo, proudly cast Zambia’s vote in support of Eng. Kezias Kazuba Mwale, who has been elected Secretary General of the African Telecommunications Union (ATU).

A former ZICTA professional who has served as ATU’s Director of Radiocommunications (Spectrum) since 2012, Eng. Mwale now takes on an even greater responsibility—helping to shape Africa’s digital future and advancing the continent’s telecommunications and ICT agenda.

Congratulations, Eng. Mwale! 👏🇿🇲

The Zambia Information and Communications Technology Authority today was honoured to host the final Lusaka Provincial Stakeholder Consultation on the proposed Postal and Courier Services Bill, 2026. Held in line with government’s digital transformation agenda and in collaboration with the Ministry of Technology and Science, the event Marked the culmination of nationwide engagements across all ten provinces. The gathering brought together key industry leaders, regulatory bodies, and civil society representatives to refine a modern legal framework tailored to Zambia's rapidly expanding digital economy.

Speaking on behalf of Permanent Secretary Dr. Brilliant Habeenzu, Director of Planning and Information Mr. Derick Saboi emphasized the pressing need for legislative reform, noting that the existing Postal Services Act No. 22 of 2009 no longer adequately addresses emerging technological advancements, changing consumer expectations, digital commerce, and modern service delivery models. Echoing these sentiments, ZICTA Director General Eng. Collins Mbulo in a statement read on his behalf by Mr. Collins Chomba, noted that rapid technological innovation, evolving business models, and changing consumer expectations have created the need for a modern legal and regulatory framework capable of promoting innovation, investment, fair competition, and quality service delivery.

The consensus from the consultation will directly shape the finalised bill ahead of its official submission for parliamentary enactment.

Through the Connecting 90 Learning Institutions Project, ZICTA is helping equip schools with the digital tools needed to support teaching, learning and digital skills development across Zambia.

Each beneficiary school receives:
o 12 desktop computers
o 1 printer
o 1 projector
o ICT teacher training

To date, more than 700 learning institutions have benefited from ZICTA's Connecting Learning Institutions Programme, expanding opportunities for learners in rural, remote and underserved communities.

Together, we are building a future where every learner has the opportunity to participate in Zambia's digital transformation.

Today, ZICTA officially launched the Connecting 90 Learning Institutions Project at Mukuni Primary School, reaffirming our commitment to ensuring that no learner is left behind in Zambia’s digital transformation journey.

As part of the Connecting Learning Institutions Programme, ZICTA donated 12 desktop computers, a projector, and a printer to Mukuni Primary School to enhance teaching, learning, and digital literacy.

The launch marks another significant milestone in expanding access to ICT-enabled education across the country. To date, more than 700 learning institutions have benefited from ICT equipment provided by ZICTA, helping bridge the digital divide and create more inclusive learning environments.

As part of the day’s activities, the Director General of ZICTA, Eng. Collins Mbulo, accompanied by members of staff, also paid a courtesy call on His Royal Highness Chief Mukuni. The visit provided an opportunity to strengthen collaboration and discuss the role of traditional leadership in supporting digital inclusion, education, and community development initiatives.

ZICTA values the partnership of traditional leaders and other stakeholders in driving initiatives that empower communities through technology. Together, we are connecting schools, empowering learners, strengthening partnerships, and building a digitally inclusive Zambia.
