South African businesses that submit public-sector tenders should take note of an important National Treasury update.

PFMA SCM Instruction 12 of 2026/27 replaces the existing Annexure A version of Standard Bidding Document 4. It takes effect on 1 August 2026 and applies to departments, constitutional institutions, and Schedule 2 and 3 public entities.

What this means for your business:
From August, avoid relying on an old SBD 4 saved in your tender folder. Use the version provided in the current tender pack and review every declaration carefully before signing.
