Every company can tell you exactly what its training cost.
Almost none can tell you what its forgetting cost.
This is not an accounting oversight. It is the whole problem.

A training budget measures delivery. It counts modules built, sessions run, people who clicked "complete". All of it lands neatly in a spreadsheet. Forgetting, meanwhile, files its expenses somewhere else entirely. It shows up as an incident. As rework. As the same induction run twice. As the operator who knew the procedure perfectly and froze anyway.

No line item ever reads "training that did not stick". So it never gets fixed.

We assumed that giving people information was the same as building capability. It is not, and it never was. Ebbinghaus worked this out in 1885 and we have spent 140 years politely ignoring him. Roughly half of what you passively absorb is gone within the hour.

Here is the uncomfortable test. If information were the answer, the best informed companies would be the safest ones.
They are not. Reading about swimming and having swum are not the same skill. The 2025 research is blunt about it: immersive training retains 75 to 90 percent, passive eLearning 10 to 20. The bottleneck was never information. It was consequence.
