Who owns the risk when a third party owns the solar PV system?
This is an important article for every property owner, insurer, EPC and facility manager.
A rooftop PV system may be financed, owned or operated by a third-party energy provider, but it remains physically attached to the property. The fire, life-safety, property-damage and business-interruption exposure therefore remains with the building.
This does not remove the responsibilities of EPCs, installers or system operators. It means that responsibilities must be clearly defined, understood and documented and that the property owner cannot simply assume that every risk has been transferred with the energy agreement.
Strong production figures and financial returns do not, on their own, demonstrate that a PV system is being safely managed.
Property owners should be able to answer:
• Has the complete PV risk been assessed—not only installation compliance?
• Are critical components, connections and commissioning evidence properly documented?
• Is there an active O&M record covering inspections, faults, maintenance and corrective action?
• Are fire consultants, insurers and emergency responders included in the planning?
• Are detection, mitigation, SOPs, evacuation procedures and emergency-response measures in place?
• Can the site demonstrate its current level of PV safety and emergency readiness?
There are proven solutions available across prevention, early detection, monitoring, arc containment, mitigation and emergency response. The gap is no longer only a lack of technology—it is the slow adoption of a complete, lifecycle-based approach to PV risk.
A solar installation should not only produce electricity.
It should be able to demonstrate that its risk is understood, owned and actively managed.
As solar photovoltaic (PV) systems become a key solution for global energy and climate needs, their rapid adoption introduces new safety risks. The most serious is fire from rooftop solar installations, making strong risk management essential as deployment accelerates.
