Want to know the number one reason referral programs flop?
Ambiguity. Leasing agents can't explain who's eligible. Managers aren't sure what counts as a "successful referral." Residents have no idea when they'll actually get paid.
When the basic mechanics are unclear, people tune out fast. They're not going to jump through hoops if they don't even understand the rules of the game.
Spell it out. Make it dead simple. Remove every possible point of confusion before you launch.
