In our latest Systematic Impactโ„ข Executive Insight, we examine the current federal budget and legislative environment, what remains unresolved, and what executive leaders and governing boards should be considering as they assess funding exposure and legislative preparedness.

The Senate worked into Saturday morning before passing a continuing resolution that would fund the federal government through December 11th. Congressional action remains incomplete. The continuing resolution now goes to the House, which is scheduled to return on August 31 for a vote.

For executive leaders, the significance extends beyond the funding deadline.

The Senate-passed measure also includes bipartisan language temporarily halting implementation of an Office of Management and Budget rule that would give executive branch political appointees greater authority over the distribution of congressionally funded grants.

For organizations that depend on federal appropriations, federal grants, or state and local pass-through funding, these developments reinforce an important consideration: funding risk involves both what Congress appropriates and how those resources are ultimately administered and distributed.

Mission-driven organizations are operating in an increasingly complex environment that requires leaders to make critical decisions with limited time and incomplete information.

To help organizations strengthen their ability to anticipate, interpret, and respond to emerging developments, ImpacTech Systems is opening applications for the inaugural Strata Executive Response Cohort.

Ten leaders from U.S.-based nonprofit and mission-driven organizations will be selected to participate in a complimentary 30-day pilot experience and help inform future development of The Strata Executive Response Systemโ„ข.

Participants will receive:
