NTTA is excited to welcome Stacy Leeds, President of the University of Tulsa, as a featured keynote speaker at the 2026 NTTA Southern Plains Tribal Broadband Regional Summit!

A sixth-generation Oklahoman from Muskogee and an alumna of the University of Tulsa College of Law, President Leeds is a nationally recognized leader in higher education, economic development, conflict resolution, and Indigenous law and policy.

Before returning home to lead the University of Tulsa, she served as dean of Arizona State University’s Sandra Day O’Connor College of Law. With more than 25 years of experience at major research universities, President Leeds has built an extraordinary career as an educator, scholar, administrator, and public servant. She also previously served as a Cherokee Nation Supreme Court justice.
