Community Dispute Resolution Center (CDRC)

The Community Dispute Resolution Center provides mediation, conflict coaching, restorative justice, and facilitation services to help individuals, families, and organizations resolve conflicts constructively and peacefully.

Working in partnership with the New York State Unified Court System, Empowered Pathways’ CDRC handles a wide range of cases—from small claims and family custody matters to youth disputes and housing issues. Beyond mediation, the CDRC supports restorative practice implementation in schools and community organizations, helping to build inclusive environments grounded in trust, communication, and accountability.

Our mediators and trainers serve as neutral facilitators who guide participants toward solutions that preserve relationships and strengthen community connection.

🌟Empowered Pathways Program Spotlight🌟

Surrogate Decision-Making Committee (SDMC) Program

When someone with a disability is unable to make important medical decisions on their own, waiting months for court approval shouldn’t be the only option.

The Surrogate Decision-Making Committee (SDMC) Program offers a compassionate alternative to the court system by providing consent for non-emergency major medical treatments and end-of-life care decisions for eligible individuals.

Funded by the New York State Justice Center, the SDMC Program helps ensure timely, respectful medical decisions—avoiding long delays that would otherwise require Surrogate’s Court involvement for even routine procedures.

At its heart, SDMC is about dignity, access, and making sure people receive the care they need when they need it.

🌟 Volunteer Spotlight: Chuck Massoud-Tastor 🌟
With six years of steady dedication, Chuck has been a grounding presence since spring 2020. Trained in small claims and custody/visitation mediation, he’s especially passionate about helping parents find alignment for the sake of their children—something he’s seen flourish in over 70% of his sessions.

For Chuck, empowerment means both freedom and access to support. His work is rooted in humility, curiosity, and a deep respect for the vulnerability people bring to the table. As he puts it, “I have a real interest in people’s stories, and how they try to express them.”

Thank you, Chuck, for your empathy, wisdom, and unwavering commitment to peace in our community. You are deeply valued. 💙

Empowered Pathways: The Union of the Peacemaker Program and WERC

Empowered Pathways is the union of two of our area’s premier non-profit organizations, The Peacemaker Program and the Women’s Employment & Resource Center (WERC). Operating under a new name, both programs retain all of the services the community depends on while adding more.

WERC has been preparing women for work re-entry for almost 30 years and has a sustained history of providing quality-training programs aimed at helping women reenter the workforce. WERC’s training programs not only teach valuable skills but also build self-confidence and effectively address barriers to employment. WERC’s vision is to have all women desiring work, gainfully employed in a job which gives them satisfaction and respect.

The Peacemaker Program, Inc. was established in 1994 to offer mediation and delinquency prevention services in Oneida, Madison and Herkimer Counties. Services include advocacy for children in the middle of volatile custody and visitation disputes, helping severely disabled individuals obtain consent for much-needed medical care, dispute resolution training programs, family mediation services, community mediation services, and targeted pro-social skill programming for at-risk children. The Peacemaker Program has been designated by the New York State Unified Court System as the Community Dispute Resolution Center for Oneida and Madison counties. Through the availability of family and community mediation services, The Peacemaker Program aims to continue its foundational focus on individual empowerment.

Collectively our programs have over 50 years of experience responding to the needs of women, youth, and families in Oneida, Herkimer, and Madison Counties. Whether it is employment training, divorce and child custody mediation, or community mediation cases, Empowered Pathways is uniquely qualified to provide support to our clients as they move forward with their lives and create self-directed, peaceful solutions.
