Incident scope often expands beyond initial expectations. One agency becomes two. Two become several. What felt manageable early on starts to stretch as more partners arrive with different radios, different systems, and different coordination needs.

Interoperability doesn’t usually fail at that point. It gets crowded.
A single five-port ICRI that supported the initial response can become a constraint as additional agencies need to be connected. Not because anything is broken, but because the incident has grown beyond what was originally required.

Washington County, Maryland is preparing for a planned Verizon maintenance outage that will temporarily take its primary non-emergency Emergency Communications Center phone line out of service overnight.

911 is expected to remain operational, and the county has already established an alternate non-emergency number during the outage. That is exactly what communications continuity should look like: know the dependency, identify the alternate path, and have it ready before the primary path goes down.

For public safety, the same principle applies beyond telephone service. Critical communications should not depend on a single carrier, network, dispatch interface, or upstream connection.

At the incident edge, local radio interoperability should remain available even when other infrastructure is unavailable.

That is the value of planning for continuity before the outage happens.

During Hurricane Ida, coordination had to span damaged infrastructure, power outages, and agencies arriving from outside regions. Communications paths were anything but clean. Land mobile radios were still essential.

Cellular and LTE were partially available, then degraded. Satellite links filled gaps where nothing else worked. No single system carried the operation. What slowed coordination wasn’t the lack of tools. It was the effort required to connect them.

When linking LMR, cellular, LTE, and Satcom depends on off-scene configuration or delayed intervention, command decisions move ahead while connectivity struggles to keep pace. Information arrives late. Updates fragment. People compensate quietly.

This is the gap the Incident Communications Response Interface (ICRI) is designed to close. The ICRI allows disparate systems to be connected immediately on scene.

COOP plans are written for the days no one wants to face. Dark Sky scenarios. Extended outages.

Restoration timelines measured in days or weeks, not hours.
Those are the moments when familiar assumptions fall away. Cloud services become unreliable. Remote access disappears. Outside technical support may not arrive at all, or not on a timeline that helps the incident.
