Chapter Meeting, Dec 8, 11:30-1:00, Registration Required by Tuesday Dec 5.

Location: Buca di Beppo, 1249 Howe Ave, Sacramento (generally near Cal Expo)

ISSA and ISACA chapters are holding a Holiday Luncheon on Friday, Dec 8. Take note that this is the second Friday of December and not our usual third Friday meeting.

ISSA Chapter members may register and attend for free. Members may invite and register guests; guests must be prepaid ($35 in advance by PayPal, our chapter treasurer Donna will contact you to make PayPal arrangements.) ISACA members are handling their member registrations separately. This event is limited to 50 attendees so please register early to save your seat!

Games and drawings are planned for attendees. This event will be an in-person event only. There will not be a Zoom Meeting call for this event.

New Chapter Website in 2024

Chapter leaders Dmitri and Monty have been working on a redesign and new instance for our Chapter website in 2024. Our current Drupal site has been a challenge to support in recent years as none of your board members have significant Drupal experience. And so, the chapter is moving on to new web tech. Thank you to Dmitry and Monty for guiding this migration!

You don't have to be a member of ISSA to attend our meetings (but we encourage you to join us!). Please share information about this meeting with your friends and colleagues who have an interest in information security.

Speaker: Hubert Ralph Bonnell, CISSP, CCSE – Security Engineer, Check Point Software Technologies, Inc.

Topic: DNS Security

Synopsis: DNS attacks are becoming much more prevalent lately. This presentation is intended to introduce the DNS protocol and showcase the current attack surface of the DNS infrastructure. DNS was designed in the early 1980s and carries a number of security risks with its current implementation. Unfortunately it is difficult to secure a protocol not designed for security. At the end of the presentation, mitigation strategies and best practices are discussed in an open forum.

We will cover the following topics:

Overview of the DNS protocol

Current DNS security landscape

DNS security risks mitigation

Speaker Bio: H. Ralph Bonnell is a Pre-Sales Security Engineer at Check Point Software with over 25 years of experience in the cyber security industry. Starting out as a support engineer doing Check Point Software firewall support in the 1990s, Ralph worked for cyber security partners and resellers for a couple decades working with hundreds of vendors before joining Check Point.

Ralph spent over 15 years teaching cyber security classes as well as performing professional services for a variety of vendors. Ralph co-authored several books on Check Point Software, Juniper NetScreen, Sygate, and SonicWall. Contact information and social media links are available at ralphbonnell.com.

Topic: Humans Don’t Live In Corporate Networks

Synopsis: The vast majority of infosec resources are tooled to protect corporate networks, not social ones. Not only does this undermine the OPSEC needs of people in need, it exacerbates the dangers they face under increased surveillance, censorship, and criminalization of basic human rights. Zero Trust is just one example of an antisocial infosec paradigm that’s frankly not useful for real people in the real world. Bridging the gaps and making amends between the world of corporate infosec and communities in need is more important than ever before. How can you help? How can you make others care? What resources already exist?

Your local ISSA Chapter is seeking members to become new leaders for our local chapter. Leadership positions always look good on a resume and these positions don’t require a lot of effort. Our current Chapter President mused on his tenure,

Why I joined the Board of Directors: Tracking CPEs, meeting other professionals in computer security, and getting a front row seat to the latest issues affecting computer security.

Tallying up CPEs can be a hassle! Tracking all of my conferences, classes and meetings every year and making sure I have the paperwork to back it all up. All of that stopped when I joined the Board of Directors. All of my CPEs were tracked by the Chapter so I did not have to shuffle any paperwork.I wound up with so many CPEs by participating on the Board of Directors that tracking all the other conferences and classes was not necessary.

The easy way to knock out CPEs is to become a board member. Responsibilities are negligible for most positions. Attend the board meetings, put in an hour or so per month depending on which task you select, some positions require more, others less. Then sit back and collect the CPEs!

I value the friendships I have made in ISSA and have the highest regards for my peers, both professionally and personally.

What an endorsement for Chapter leadership, eh? A few of our chapter leaders are departing at the end of this year and your chapter needs you! Please consider candidacy for any of the Director or Manager roles. New leaders will transition into their roles in November and December, and take the reins in January. Synopsis: Security culture is essential for achieving a culture of compliance. IT leaders are tasked with linking security assurance with organizational values. However, cyber compliance has traditionally been approached as a bottom-up problem and addressed with disjointed ideas that mistake effort as value. The session will cover challenges and opportunities around cybersecurity compliance through cultural changes that align with organizational vision, goals, and values

Speaker Bio: Tolgay is a business-driven IT leader and trusted business partner with close to 30 years of experience covering different industries. He is currently serving as the Information Security Officer for Sutter Health. He previously served as the Chief Information Security Officer at UC Merced and UC ANR. He is an advocate of lifelong learning and teaches graduate business analytics courses at Saint Mary's College of California. He is an accredited ISACA trainer and serves as the Academic Relations Director for ISACA Sacramento Chapter. His current research interests are cybersecurity, privacy, digital transformation, business analytics, and educational IT programs. He has various industry certifications, a B.S. degree in computer engineering, an MBA, and Ph.D. focusing on information security, quality, and patient safety.

Topic: Elder Fraud Prevention - Safeguarding Seniors and Empowering Caretakers
Synopsis: Elder fraud is a serious and growing problem: According to an FBI "Elder Crime" report from 2022, there were over 88,000 victims age 60 and over who reported fraud to the "Internet Crime Complaint Center" and who combined lost $3.1 billion. That reflects a huge 84% increase in losses from 2021. (https://www.ic3.gov/Media/PDF/AnnualReport/2022_IC3ElderFraudReport.pdf)

In this presentation, Steven Templeton will talk about the "red flags" that seniors and their caretakers and children should watch out for, and how to empower seniors to identify and prevent their falling prey to scams. Steven will also talk about legal and reporting aspects of elder fraud, community support and resources, and recount some case studies and success stories. This is a talk for everyone who has a family member at risk for cyber fraud. Please spread the word that our meetings are open to everyone and invite your friends and family members to listen in.

Topic: History of Software Security and the Marketplace
Synopsis: When was the need for security in software first identified? What were the major advances and when did they occur? What were the marketplace factors that drove software security improvements? Drawing on his over 50 years working in the field, beginning at the dawn of cybersecurity as a recognized field of study, Roger's talk will cover:
* When & how software security emerged
* Origin and evolution of the marketplace for security in software
* Major groups involved
* Current state of security market factors

Speaker Bio: Roger R. Schell, Ph.D., is internationally recognized for originating several key modern security design and evaluation techniques, and he holds patents in cryptography, authentication and trusted workstation. For more than decade he has been co-founder and President of Aesec Corporation, a start-up company providing verifiably secure platforms.

Previously, Dr. Schell was co-founder and vice president for Gemini Computers, Inc., where he directed development of their highly secure (what NSA called “Class A1”) commercial product, the Gemini Multiprocessing Secure Operating System (GEMSOS). He was also the founding Deputy Director of NSA’s National Computer Security Center. He has been referred to as the "father" of the Trusted Computer System Evaluation Criteria (the "Orange Book"). Dr. Schell is a retired USAF Colonel.

He received a Ph.D. in Computer Science from MIT, an M.S.E.E. from Washington State, and a B.S.E.E. from Montana State. The NIST and NSA have recognized Dr. Schell with the National Computer System Security Award. In 2012 he was inducted into the inaugural class of the National Cyber Security Hall of Fame.

Topic: Bad Security Metrics
Synopsis: Security professionals depend on security metrics, but measuring security is extremely difficult, at best, and many security metrics are useless or worse. Attendees will learn:

• Why measuring security is so hard to do
• How to identify metrics that are unfit for purpose
• How to improve security metrics

Speaker Bio: Mark Heckman, Ph.D., has worked in the field of information security for almost 40 years as an engineer, researcher, practitioner, and educator. His career has spanned many areas of information security, including research and development of very high-assurance, multi-level secure systems for use in government and the military; research and development of intrusion detection and security event management systems; and general IT security and compliance for commercial organizations in the financial and health industries. Dr. Heckman earned his MS and PhD degrees in Computer Science at the University of California, Davis, and is a Certified Information Systems Security Professional (CISSP). He is currently a professor of practice and teaches in the Cybersecurity Engineering program at the University of San Diego.

Elections Coming in October. The ISSA Sacramento Valley Chapter holds elections in October each year. This allows for an orderly transition from 2023 office holders to the new 2024 office holders who take the reins in January. It is an opportunity to learn the tasks and duties. Being a board member or manager earns CPEs to keep your certifications current. There are also Manager positions to tackle tasks for the good of the chapter. Consider a chapter officer position. It looks really good on your resume! Reply back if you are interested in a position or you have questions.



Current Board Opening. The chapter is seeking a Director of Communications to produce this monthly newsletter. It takes 60-90 minutes each month to gather the information and send the email. On meeting days, you gather the registration information and send out the meeting link to registered attendees. It requires only a little commitment each month. Are you interested? Topic: An Open Discussion on Modernizing Cybersecurity Operations & the Continual Journey to Improve Security Posture

Synopsis: As the topic indicates, this will be an open discussion with the Sacramento Valley chapter rather than a one-way presentation to the group. We are all at various stages of maturity in our cybersecurity operations, and most likely, we all recognize that the journey to improve security posture & maintain cybersecurity compliance is ever evolving. Be prepared to discuss your own organization's and/or your customers' cybersecurity maturity level as well as any helpful advice that you'd like to share with other chapter members.

Speaker Bio: For over twenty years, Brian Cross has guided Fortune 500 companies, public sector agencies, and educational institutions in their digital transformation journeys to modernize IT operations and improve cybersecurity posture. His experience ranges from work with large cloud providers such as Microsoft to understaffed organizations with only rudimentary cybersecurity expertise. In his current role at Sumo Logic working with public sector & education customers in the Western states, he regularly works with customers at all stages of cybersecurity maturity. He has found that, regardless of maturity level, there are immediate steps that any organization can take to improve upon cybersecurity operations and further mitigate risk.

Meeting Details:
This will be a hybrid meeting (both in-person and on-line). You may attend remotely via Zoom or attend in person at Capsity, 3808 Broadway, Sacramento CA (Google Maps and Directions). Either way, please register for the meeting below (the registration link form will be made available several weeks prior to the meeting). Select No Meal if you are attending remotely, or Normal Meal or Vegetarian if you are attending in person (so we can order enough food for lunch). All registered members and guests will receive the Zoom meeting link via email, by the morning of the meeting.
