Year 2022 brings the bug to Microsoft exchange 2016 and 2019. all emails are stuck in queue due to a long date format exception on the Microsoft antimalware. if your server is affected. bypass malware scanning or disable malware scanning altogether as a workaround until Microsoft posts an update to fix the issue.
on exchange management shell type:
& $env:ExchangeInstallPath\Scripts\Disable-AntimalwareScanning.ps1

and then:

Restart-Service MSExchangeTransport

to restart the service. your messages will start flowing but will NOT be scanned for malware by exchange server while you wait for microsoft to fix the issue.

Microsoft Exchange on-premise servers cannot deliver email starting on January 1st, 2022, due to a "Year 2022" bug in the FIP-FS anti-malware scanning engine.
