Last month, Germany amended its Safe Manning Ordinance to let owners put non-EU officers in the captain’s chair of German-flagged ships. The stated reason: a shortage of German officers.

The Jones Act waiver is working the same way here at home. Declare that no qualified U.S. vessel or crew is available, hand the work to EU and other foreign operators, and repeat.

Germany is a warning of where that road leads. Outsource the work, and the workforce behind it disappears.

American crews are ready and capable, but every exception made gives the perception that we need help from our foreign counterparts. The waiver expires November 15. It’s time to end it for good.

On the latest episode of Maritime in America, Otto Candies III , Chairman and CEO of Otto Candies, LLC and one of OMSA's longest-serving board members, joins co-hosts Aaron Smith, Ashley Smith, and Angelle Johnson to discuss family legacy, integrity in business, and why the Jones Act remains the foundation of the American offshore industry.

The Candies story began in Des Allemands, Louisiana, in the early 1940s, when Otto's grandfather started hauling supplies for Humble Oil Company. More than 80 years later, the third and fourth generations of the family are still building on that foundation.

Every Jones Act waiver is an open door. And China is walking through it.

Foreign vessels operating in U.S. waters under the Jones Act waiver aren't just taking jobs away from American mariners, they're gaining prolonged access to our offshore energy infrastructure. That's not a risk we're willing to accept.

The Jones Act exists to keep American waters in American hands. We have the mariners. We have the capacity. What we don't have is a good reason to keep waiving the law that protects both.

End the Jones Act waivers.
