Yes, we brought the diner back.

It got people talking, and that's exactly what we hoped for.

Between the conversations, live demos, and the introduction of NGA's NEXiSAnywhere, a remote field unit to help agencies maintain operations during power outages, PSAP disruptions and in rural or temporary environments where reliable connectivity matters. APCO 2026 was a chance to share ideas about one thing that matters to all of us — helping 911 professionals stay connected when it matters most.

When a 911 call comes in, the person on the other end of the line makes split-second decisions that can mean the difference between life and death. They talk panicking callers through CPR,
guide parents through choking emergencies, coordinate multi-agency responses to active
threats, and relay critical information to officers, firefighters, and paramedics racing to the scene.

Yet according to the federal government, these professionals are classified the same way as data entry clerks and office receptionists. That classification is not just outdated. It is actively harming the 911 workforce, and the entire public safety community is fighting to change it.

What a week!

Thank you to everyone who stopped by the NGA Diner during the National NENA Conference. Whether you grabbed a handcrafted soda, picked up a pair of retro sunglasses, played a little pinball, or just stopped by to say hello, we loved seeing so many familiar faces and meeting new ones.

The fun was only part of it. The best part was the conversations and the opportunity to connect with the incredible 911 community. Thank you for sharing your experiences, your ideas, and the work you're doing to serve your communities every day.

For years, the transition from legacy 911 systems to Next Generation 911 has been a goal on the horizon, something the public safety community knew was coming but lacked a clear, enforceable timeline for. That changed in 2024 when the Federal Communications Commission
adopted its first-ever nationwide NG911 transition rules, and 2026 is the year those rules are
starting to take effect.

Whether you manage a PSAP, serve as a 911 Authority, or work with an originating service
provider, understanding these new requirements is no longer optional. The FCC has laid out
specific phases, deadlines, cost responsibilities, and compliance expectations that will shape the next several years of emergency communications.

Every day, thousands of 911 telecommunicators across the country answer calls that range from
routine to life-threatening. They are the first point of contact in an emergency, the calm voice
that guides someone through the worst moments of their life, and the critical link between a
person in crisis and the help that is on its way.

And they are leaving the profession at an alarming rate.

The 2025 Pulse of 9-1-1 Report, released by Carbyne and NENA: The 9-1-1 Association, paints a clear picture of a workforce under immense strain. Burnout has overtaken recruitment as the
number one challenge facing emergency communication centers. Nearly three out of four
centers have open positions. More than one in five trainees fail to complete their training. And
70% of telecommunicators report experiencing stress before every single shift.

The staffing crisis is real, it is growing, and it threatens the ability of PSAPs to deliver the level of
service their communities depend on. But the picture is not entirely bleak. Advances in NG911
technology are emerging as a meaningful part of the solution, not by replacing the people
behind the headsets, but by giving them better tools, reducing unnecessary workload, and
creating a more sustainable work environment.

This new system will enhance how we serve you by:

• Improving call processing speed and reliability
