We ran into this bug a few times this week. If you have installed January 2022 Cumulative Updates for Windows 10 - KB5009543 or Windows 11 - KB5009566 and your L2TP/IPSec VPN connections are failing now, this article may help: https://petri.com/microsoft-l2tp-vpn-connections-windows

UPDATE: Unfortunately, the workaround proposed by Microsoft isn't working for Meraki and Ubiquiti, so uninstalling and blocking the patches seems to be our best option at the moment!
