Here's what happens when something becomes a KPI.
It gets an owner. It gets reviewed in a meeting. It gets compared month over month. And eventually it gets a budget, because somebody has to answer for it.
Right now, "how long does it take our people to find information" is nobody's number. Nobody reports it. Nobody's graded on it. So it sits there costing money quietly, year after year, and no one is doing anything wrong by ignoring it.
Every other operating cost in your business has a name and an owner. This one doesn't.
