When ownership is undefined, it defaults to proximity. The vendors work this out fast, which is why every call ends with the connectivity guy blaming the device guy and the device guy blaming the network. Somebody in the middle has to referee, and that somebody is usually holding a stack of POs and no authority to make anyone do anything.

The cost never shows up anywhere you'd look for it. Hours nobody logs. Access decisions made by whoever picked up the phone. A device inventory that exists mostly in someone's memory. A permission granted three years ago to a sub who finished the job and still has the login.
Field crews need connectivity, mobile devices, and file access that hold up in conditions an office never sees. That's infrastructure work, and it needs a real owner.

If your office manager is the escalation path, you already have an IT department. You're just not resourcing it properly.
