Some Houston security quotes do run higher, but it isn't because of local wages. Analyst pay in Houston sits within about 6% of San Antonio and Dallas-Fort Worth.

It's the regulators. Energy and maritime rules push more Houston companies into the regulated tier, where Coast Guard or TSA scope and plant networks can take bundled plans to $200 to $300 per user a month. Someone has to watch those controllers, and they can't be rebooted on a Tuesday afternoon like a laptop.

A CTO owns the technology a company sells. A vCIO owns the technology it runs on: a 3-year roadmap tied to business goals, the IT budget and hardware lifecycle, vendor and license management, security posture and compliance evidence, and quarterly reviews where leadership sees what was spent and what it bought.

Other signs: IT spend is real but undocumented, renewals keep arriving as surprises, and hardware gets replaced when it dies rather than on a schedule.

2 numbers worth knowing. In the FBI's 2025 Internet Crime Report, legal services came first at 18% of ransomware complaints from businesses outside the 16 critical infrastructure sectors. And in the ABA's 2023 survey, only 34% of respondents had an incident response plan.

Nobody is immune. The State Bar of Texas itself said an intruder was inside its network from January 28 to February 9, 2025.

The Texas engineering board rule on securing electronic seals, 22 TAC 137.33(d), covers every licensed engineer in the state. TxDOT's security attachment applies wherever you hold TxDOT work, and federal clauses like FAR 52.204-21 follow the contract, not the city.

One detail worth knowing. That FAR clause is now numbered 52.240-93 in agencies using the FAR overhaul, with the same 15 controls.

Every agreement has edges. Ask where yours are before the first invoice, not after.
Projects like office moves, server replacements and tenant migrations usually get their own written quote.
Hardware and software licenses may or may not be in the per-user price. Ask who owns the hardware if you ever leave.
Compliance work, like a HIPAA risk assessment or a CMMC gap review, often gets its own statement of work.
After-hours emergencies depend on the plan.

The test is simple. If the agreement lists a line as included, it should also say how often it happens and who confirms it. Surprises cost more than the fee you were trying to save.

Houston oil and gas IT teams, the NERC CIP question usually shows up after a utility interconnection agreement, a cogeneration project or an insurance renewal. Someone reads "critical infrastructure" in a contract and assumes the whole company now answers to the grid regulator.

Usually it doesn't. The test is electrical, not geographic. Plenty of large processing and cogeneration sites clear the bulk electric system thresholds without anyone in IT knowing it, so ask your electrical engineer.

And no, ERCOT isn't exempt. Texas RE enforces NERC reliability standards across the ERCOT region.

Controlled-substance e-prescribing has been required in Texas since January 1, 2021. Federal rules need 2 designated people per office to manage signing rights, and the approver has to be a DEA registrant. Dental x-ray registration is due within 30 days after first use, with a $370 application fee.

On the network side, plan 3 drops per operatory and keep the server and imaging workstations wired.

The short version. A practice management server outage stops check-in and the chart. An imaging server outage lets hygiene continue but stops exams and emergencies. An internet outage barely touches an on-site server and stops a cloud system cold.

The cheapest fix on the list is battery backup on the server and network switch, so a power blip becomes a clean shutdown instead of a corrupted database.
