We get asked a LOT about the NIBRS Arrestee Subject Count field in RMS, what it means and how to apply it to your arrest report.

The Arrestee Subject Count is a NIBRS required field in every Arrestee Segment (think Arrest Report). It ensures an individual is counted only once when a single arrest results in multiple arrestee segments across different incidents or offenses. Using it correctly preserves the integrity of your agency’s arrest statistics and supports accurate NIBRS compliance.

Example of when you’d use C and M:
A single suspect is arrested, but that arrest results in multiple Group A Incident Reports — for example:
• They’re found with stolen electronics (burglary)
• And also in possession of a stolen car (motor vehicle theft)
• Your agency creates two separate incidents for these offenses.
In this case:
• On one of the arrestee segments, you enter C = Count Arrestee.
• On the other arrestee segment(s) tied to that same arrest, you enter M = Multiple.
This ensures the suspect is counted only once in arrest statistics, even though multiple incidents are tied to the same apprehension.

Example of when you’d use N:
A person is arrested for burglary, and that’s the only arrest record created. Or, even if two people are arrested for the same burglary, each has their own arrest record with no need to link them using C or M.
In these cases, you use N = Not Applicable, because there are no multiple arrestee segments for the same person across different incidents or offenses.

It is with a very sad heart that we let you all know that we lost a beloved member of the PTS Family this week. Our sweet Rhonda Cazes, who became the PTS voice on the other end of the phone for so many of you passed away Sunday evening.
Rhonda was so special to all of us. As one of our fellow employees said, it is hard to believe we will never hear the 'hey, my baby' in that thick south Louisiana accent that was so familiar and comforting to all of us.
To our PTS clients, you meant the world to Rhonda and were so much a part of her extended family. We want to share here a message she posted to us 5 years ago for the 30th Anniversary of PTS:
“PTS is my family and always will be. My love for all of you is unconditional--NOT only family, but friends, sisters and brothers. Dave Fuqua, you gave me a chance in 1999 to show the type of worker I am and for this I am so grateful to GOD for bringing me to PTS. WE have come a long way. You all have stood by me and my family through thick and thin. I thank my parents for my work ethic. I was always taught to give all that you have and someday, someone would see the worker you truly are. Happy 30th Anniversary PTS! Our clients--I feel are my extended family also. We couldn’t do this without all of our loyal agencies. -- Rhonda Cazes”
We will miss our friend. Godspeed.

Rhonda Lee Lee Lee Berthelot Cazes, joins her eternal soulmate of 40 years, Jewel Paul Julio Cazes, in heaven just 4 months after he passed. She passed away on Sunday, December 10, 2023 at Our Lady of the Lake Regional Medical Center in Baton Rouge, at the age of 65.
