With the widespread cellular outages it would be best for you to try to stay on WiFi if possible. Most new phones have WiFi calling, this allows you to call and text over wifi, but you might have to enable it in your phones settings. Below are directions to enable WIFI calling on Android and IPhone.
(Note that 911 call locations work differently on WiFi calling too)
