What is SB 1383?
Senate Bill 1383 initially passed in 2016. It was aimed at reducing the amount of organic waste going to landfills in California, starting with big food producers. Within that law were provisions to expand its reach, which SB 1383 speaks to. So instead of only working with schools and hospitals, general businesses and residents are now to participate in local recycling programs to better handle organic waste.
At its core, the bill is asking jurisdictions to help build these recycle programs for residents and businesses to participate in by:
Identifying where the organic waste is coming from
Documenting where it goes
Integrating it into programs that keep it out of landfills
