Hiring globally has never been easier—but compliance, payroll, and local labor laws still create real challenges for international teams.

So how do companies hire talent in countries where they don’t have a legal entity?

An Employer of Record (EOR) makes it possible.

In this guide, we break down:
✔️ What an Employer of Record actually is
✔️ How the EOR model works in practice
✔️ Why companies use EORs to scale globally
✔️ The difference between direct and indirect EOR providers
✔️ When using an EOR makes the most strategic sense

Two weeks after Beyond the Bay: Building Global Teams in 2026, one thing still stands out: the level of candor in the room.

Senior HR leaders came together to talk through what’s actually working (and what isn’t) when scaling global teams today.

A few themes came up again and again:

• Expansion strategies need to be tied to long-term business goals, not just short-term hiring
• Talent is no longer concentrated in traditional hubs
• The tradeoffs between building entities vs. working with an EOR are key to scale

If you’d like to explore the research behind these discussions, you can find it in the Global Atlas Report:

🌍 Expanding your team internationally? One key question always comes up: Do you need a legal entity to hire abroad?

The answer isn’t always simple—and setting up a local entity can be time-consuming, expensive, and complex.

That’s where a global Employer of Record (EOR) like Atlas HXM can help.

✅ Hire in 160+ countries without establishing a local entity
✅ Maintain day-to-day management control
✅ Stay compliant with local employment laws, payroll, and benefits
✅ Onboard employees in weeks—not months

For many organizations, an EOR offers the fastest and most cost-effective way to scale globally—so you can focus on growth instead of navigating local compliance requirements.
