Today, the Alabama Legislature passed HB8, HB529, and HB445, and they now head to Governor Kay Ivey’s desk for her signature. These bills threaten to destroy small businesses, impose crushing regulations, and limit access to viable alternatives for Alabamians. We need your voice to demand a veto.

Here’s What Passed Today:

📜 HB8: The Enforcement and Registry Bill

HB8 funds and enforces Alabama’s existing product registry law. Beginning October 1, 2025, all products sold in the state must comply with the registry, or businesses face severe penalties and product seizures.

This bill removes synthetic product laws, paving the way for trusted brands to fill the registry. However, the rushed timeline threatens to leave small businesses scrambling. We will provide guidance in the coming days to help businesses prepare and protect their livelihoods.

💨 HB529: V**e Product Tax Bill

HB529 introduces a ten-cent ($0.10) excise tax per milliliter on consumable v***r products sold at wholesale in Alabama, effective October 1, 2026.

While this tax will increase costs for consumers and businesses, it does not take effect for over a year, giving us time to fight the tax structure and advocate for fairer solutions. More information for advocacy efforts on this bill will be shared at a later date.

🌿 HB445: Targeting Hemp-Derived Products

HB445 bans all smokeable h**p products. Drinks and edible products cannot exceed 10mg per dose with no more than 40mg per container, with each serving individually wrapped. It then imposes a 10% excise tax on the gross sales of remaining h**p-derived consumable cannabinoid products. It also enforces strict testing and licensing requirements, threatening small businesses and increasing costs for consumers.

This bill could drive many businesses out of the market and severely limit consumer access to safe, regulated products, all while funneling revenues into the State General Fund and enforcement agencies.
