FLASH BACK FRIDAY: CHANGES TO THE UGANDA CONSTITUTION

Uganda's current Constitution is the 1995 Constitution, which came into place in October 1995 and replaced the 1967 Constitution.

WHAT DOES AMENDMENT MEAN:

Under the law, an amendment simply means a change. So, when you hear people talking about amending the Constitution, they simply mean changing some provisions of the Constitution.

In Uganda, the Constitution has been amendment a number of times since 1995. Some of these include;

1. The First amendment was in 2000. However, this was not successful because it was later on overturned by Court. Court said there was not enough quorum to make such changes.

NB: If you recall, the "Anti Homosexuality Act" was another law which was overturned by Court as a result of a lack of Quorum.

2. The Second amendment was in 2005. The most significant changes brought in with this amendment were the removal of term limits, as well as creation of the office of the Prime Minister. This amendment also provided for Swahili as the official language in addition to English.

3. The Third amendment to the Constitution took place again in 2005. This change created Kampala as the Capital City of Uganda.

4. The Fourth amendment was in 2015, which mainly affected the Electoral Commission including the appointment and removal of officials.

Today, there are talks of making further changes to the Constitution which might include bringing changes affecting how Government takes over land, as well as removal of the age limits for holders of the office of the President.

NEWS JUST IN:

NRM Secretary General Hon Justine Kasule Lumumba has this afternoon been involved in a road accident when a female pedestrian allegedly rammed into her official car around Kajjansi along Entebbe road.

NRM, Communications Officer, Rogers Mulindwa states that the lady, whose identity has not yet been established has been reported dead.

Eye witnesses claim the deceased was talking on phone as she crossed the road.

The SG's car allegedly has front damages but she escaped with no visible injuries.

Police to release the details shortly.

The reasons why we have by elections since two years ago was because of unfair and bad elections that took place in 2016 ? Up today it still affects our tax payers money and more are coming.

My question to you Mr President is? Do you still enjoy the 1993 goodwill of the movement (CA) to the NRM of today.

Movement and NRMO has proved to Ugandans on how it has failed to close the corruption gap since the junk helicopters , the Byakutaga's still exist, BOU has a case to answer in courts of laws and both sudril and Mutebile are freely walking on Kampala streets! Is that the ideology we the youth are learning?

The Youth population grew unplanned and today it's a problem to the system since the majority are leant but unemployed with fake Education system since colonial times " ideology regime " the system allocates budget money to the sector but teachers stay unpaid and underpaid it's a household budget.

Mr President the ideology of most NRM leaders listen more to big Bank accounts and bribes " In 2016 elections you called Youth District leaders at your Ntungamo country home and gave them 500000shs each, was that ideology or biology ? The RDC's are the most underpaid while supervising billions of shillings in districts which has turned most of them businesspeople in their districts of attachments

Always be thankful to Mr Obote for appointing you a Junior Minister in the early 80's he ushered you to real politics and governance in public service unlike youths of today who are looked at as greedy to join politics, Mr President what took you to luwero bushes exit today, police brutality( SRB of then ) corruption and injustice of citizens today

Those are the reforms as youth would need your government to put in place unlike Age limit Amendment which makes you the Amin of today.

We known you are so much disturbed by the recent by Election in kyandodo and Mr Kyagulanyi's populism that you bypassed in ziloobwe, be ready to receive what you don't want to expect if you don't fairly play towards youth today

We need to thank Mr Kabushenga for competence,boldness towards producing objective news and good sales to this government, he is competing with favourites like redpepper and monitor, online news has taken over the business of prit media so what ever he has done is good for this nation since we are in a competitive world

Obote,Amin,Mutesa had both ideology and biology, infrastructure was in place ,Uganda was called pearl of Africa because of its tourism, Mr President you are rebuilding & rehabilitating roads ,hospitals, Parliament, Bank of Uganda and all Statehouse Lodges built by obote which was ideology though we recommend you for the other constructions done.

Obote built Uganda house 40yrs ago and today it can produce six Mps " That was ideology unlike NRM which sits and Caucuses in Obote's Statehouse.

Lastly according to your letter your focus was on the youth. which showed the youth of this generation aren't ideologically oriated like those biologist of the 1950-79

The whole of this letter was what Banyakole call "Okutsyorora, okugayana, nokuregyezana towards the youths " If I can compare you at 23yrs while an activist with the kyibazo' in kibuye today Bobi Wine at 35yrs with his Ghetto youth are in Parliament, given 10yrs from today he may be a President like you at 45yrs

NRM ideology has to include and prepare the youth without discriminating rather than giving them ideology of hope and poor faith like the recent kyakwanzi youth who you sent for training in order to be given jobs today they make a year in poverty after campaigning for you and here they are feeding and sleeping on NRM ideology

Lastly you were close to Nyerere at 27yrs today identify to Ugandans who is your closest youth in this country that you sit and discuss with ideology like you used to do with Mwalimu

We appreciate your guidance maximally but leaders are chosen by God ! God chose you and he will choose anotherone when time comes.

By why can't we organise a riot instead of using a pen which this tyrannical government can never respect. Nyanzi's rights will continue to be infringed when we are here lamenting. This government is like Satan, it wants some blood to suck. Am ready to be sacrifice for many, if they can assure me that after my death the regime will change. International community can only join and help us when we start the cause.

*UGANDA, DEMOCRACY, AGE LIMIT*

Equality, Justice, access to opportunities, protection of the interests of citizens and change are benefits of democracy in a country.
Uganda is a democratic country according to the government which is unrealistic due to the three major hindrances;

*Pluralism* is one which according to the book of Preface of democratic theory (1956) by Robert defines it as where nongovernmental groups use their resources to exert influence this illustrates how power and influence are distributed in a political process this destroys legislation and results to achieving personal goals by individuals of specific groups.

Secondary, *Functioning of the government* by law the Ugandan government has 3 arms that is the Judiciary , the Executive and The legislature. The three arms only function as expected if they are independent of the other but in the Pearl of Africa, most of the executive members double as Legislators, the Judiciary is largely influenced by the Executive and the Executive is under on mans rule, the President due to the power given to him by the Supreme law (1995) which by now has little difference with the Supreme law(1966) to the extent that he can’t even be tried in the courts of law, His Shield the Supreme law is amended by the legislature which he easily manipulates with pea nuts from our tax, he is the government, on several occasions he has said “I” referring to government.
The role of any government whether individual or system should be to unite the country, establish Justice, insure domestic tranquility, provide defense and promote general welfare but in a country where citizens are crying for their land grabbed by top government officials, people are dying of hunger, the education system is alarming, the health sector is worrying, with hundreds of thousands of youths (un)underemployed and the economy on its knees as evidenced by the number of companies closing operations both state owned and private, I question if the government is doing its role.

Lastly, *Civil liberties* which according to the charter of liberties documents and the writings of Magna Carta in early 1200’s are defined as immunities of some people, the untouchables. These people hinder Democracy and in the case we have the first family, Mama Janet who’s so delicate to be involved in active politics, one wonders why she was troubled with a ministry yet she has other important roles to play as The first lady like child rights protection, girl child education, woman emancipation among others, as a result, one Scholar Dr Nyanzi was suspended undemocratically without a fair trial.

For Uganda to live in harmony and democracy the powers of the president should be reduced thus our constitution should be revised to the right state, I call upon my representative *Alex Byarugaba Bakunda* to take a stand against raising the age limits of the supreme leader, in fact the age limit of civil servants should be reduced to at least 55years this will avail an opportunity to the youth to create the change the country deserves.
Also I call upon all youths in Uganda to send a letter to their representatives to say no to the temptations in Kyankwanzi or on their accounts; this will be a step to democracy and economic development.

Its all about being positive for progress, quality, and having self discipline let's keep the standards. Actions for me can they be for her? This is now *equity.*

This is our country we need teamwork, promote brotherhood regardless of your ethnicity, colour, rich or needy we share the same boundaries and let's not pretend to *"love"*, we don't know what tomorrow holds for me and you. *My Country Tis a Thee*

Leaders that try to edit everythng; Speech ,decisions, policies etc to suit what is deemed "popular" serve no value. Critics and adherents will always be there but that should never influence a leader's position.
Leadership Is about standing firm with your beliefs no matter what your critics say. Your adherents too will always be there. Even if you are to change your opinions or beliefs; do so on account of new evidence/data that convices you to the contrary.
