Why Regulators Need Reliable Maps to Plan 5G Infrastructure?

Europe is entering a new digital era where fast, reliable connectivity is no longer a luxury — it’s the foundation of economic growth, innovation, and inclusion. Yet when it comes to 5G, not all “coverage” is created equal.
To make the right policy and investment decisions, national regulators need more than just statistics — they need precise maps that show how and where 5G networks truly perform.
From 5G coverage to 5G quality
Until recently, the EU measured 5G progress mainly through a single indicator: population coverage.
But this approach says nothing about how well that connection actually works. Two cities may both appear as “100% covered”, yet one might enjoy seamless video streaming, while the other struggles with dropped calls and slow uploads.
Recognizing this gap, the European Commission has started developing a new methodology for mapping the quality of 5G service (QoS).
This initiative — part of the Digital Decade Policy Programme 2030 — aims to give regulators, operators, and policymakers a harmonized tool to measure and compare the real performance of mobile and fixed wireless 5G networks.

1. Utilizing impervious surface data for stormwater management and flood risk prediction

Impervious surfaces—such as roads, parking lots, and rooftops—prevent rainwater from naturally infiltrating the soil. This can lead to increased surface runoff and higher flood risks in urban areas. High-accuracy geospatial data is fundamental to sustainability—it ensures that planning, monitoring, and decision-making are based on reliable, real-world conditions.

Today, these tools play a critical role in the transition to green infrastructure and climate adaptation.

Accurate mapping of urban areas, terrain, and transportation networks enables efficient planning and maintenance of infrastructure. Change Detection: How 2D, 2.5D, and 3D Maps Help For

The world around us is constantly changing: forests are being cut down, cities are expanding, riverbeds shift, and natural disasters leave deep marks. To make informed decisions in ecology, urban planning, agriculture, or safety, it's important to know not only what exists now - but also what has changed and when.

This is exactly what Change Detection methodology is for - a powerful analytical tool that helps visualize changes in a given area by comparing satellite, aerial, or geospatial data from different points in time.

Why different map types matter: 2D, 2.5D, and 3D
2D maps are flat view showing only the surface area of objects. They help detect new constructions, expanded fields, or deforestation – but don’t provide any height or volume information.
2.5D maps, such as Digital Surface Models (DSM), add height data. With these, you can see that a forest not only shrank in area but also became lower – which means biomass has been lost.
3D maps provide full spatial context: you can see building heights, terrain shape, and changes after earthquakes or landslides. This is crucial for urban planning, mining monitoring, public safety, and environmental protection.
