TMC, in collaboration with the Internet Governance Tanzania Working Group (IGTWG), presents Issue 09 of the Tanzania State of Internet Governance Series an advocacy brief examining Tanzania’s rapidly evolving Digital Public Infrastructure (DPI) and the urgent governance measures needed to ensure it remains secure, inclusive, transparent, and sovereign.

As Tanzania accelerates the deployment of digital public infrastructure through initiatives such as GovESB, Jamii Namba, the Jamii Data Lake, and integrated digital payment systems, the conversation must extend beyond infrastructure development to address governance, data sovereignty, AI readiness, and public accountability. Without robust governance frameworks, digital transformation risks creating new forms of dependency, exclusion, and regulatory uncertainty.

Key areas highlighted in the brief include:
✴️ Tanzania’s evolving Digital Public Infrastructure ecosystem
✴️ The growing AI compute divide and its implications for digital sovereignty
✴️ Governance gaps within legacy e-Government frameworks
✴️ The role of the Personal Data Protection Act (PDPA) and the Tito Magoti precedent
✴️ Governing Digital Public Infrastructure as a Digital Commons
✴️ Algorithmic accountability, AI governance, and local innovation
✴️ Preventing vendor lock-in through procurement reform
✴️ Sustainable AI infrastructure powered by renewable energy
✴️ Strategic policy recommendations for a secure, inclusive, and sovereign digital future
This advocacy brief calls for a future where Tanzania’s digital transformation is guided not only by technological innovation, but also by democratic governance, human rights, transparency, and multi-stakeholder collaboration, ensuring that Digital Public Infrastructure serves the public interest while strengthening national digital sovereignty.
