Tranining Institution Information System is an enterprise system for health training institutions in Tanzania Mainland aiming facilitate info The following are sub systems or modules of the TIIS

Training Institution Information System (TIIS) is an enterprise like system for health training institutions in Tanzania Mainland aiming facilitate information capturing, analysis, and informed decision making during planning, management and development of human resource for health, and institutions’ resources. The system has been rolled out to more than 150 schools, colleges and Universities. The

system was developed by the departments of Human resources and ICT of the Ministry of Health and Social Welfare with financial support from JICA and technical consultant, EnterSoft Systems Ltd. Institution Management Module

3. Student Academic Record System (SARIS)
4. Employee(Human Resource) Management Module
5. Asset Management System
6. Project Management Module
7. Budget and Accounting System
8. User Management Module
9. Reports Generation Module
10. Public Access Interface
11. Data Management Module – Export and Import
12.Application Programming Interface – for data sharing with other systems

The system has the following built-in features
1. Add, edit, view and search data in each module
2. Export data in xml format
3. Generate data entry coverage
4. Audit trail system usage
5. Generate intuitive reports in various formats e.g. graphical, tabular reports
6. Ability to import data from spread sheet format e.g. Excel
7. Ability to export data to spread sheet format e.g. Excel

TIIS has been deployed to all Heath Training Institutions, currently about 150 covering all levels:

a. Certificate, diploma, advanced diploma, degree

b. Schools, colleges and Universities

c. Public, Private and FBO

OUR SUCCESS STORY
TIIS progress activities have resulted to several achievements;

About 336 and 472 participants from HTIs and MDAs received Operational and HRHIS/TIIS Data Utilization respectively.

At least three staff from each institution were trained.

The system is used in 151 Health Training Institution(141TIs +10 Universities)

New desktop computers (82) were procured by JICA and were distributed and installed to all Public TIs.

The system was upgraded and installed to all sites .

Onsite trainings and supportive supervision visits were provided to all TIs

Development of Student Academic Assessment Component

TIIS user guiding materials like Standard Operation Procedures, DUT Guideline were developed, and distributed to TIs .

Basic computer knowledge/skills has been imparted to users as some of TIs staff had low or no basic computer knowledge

Most basic data have been collected and utilized

Some Universities has started utilizing the system, some of basic data have been collected.

Utilization of the system and data at the ministry has increased as TIIS responsible sections (Allied, Nursing,Planning, IT) are involved.

TRAINING

Ministry of Health and Social Welfare in Collaboration with EnterSoft System Ltd with Support from JICA conducted Operational and Data Utilization Training for Training Institution Information System.

Operational Training(OT)

The operation training focused mainly to impart required knowledge and skills to users from health training institutions (TIs) on the operation of TIIS, data collection, data entry, data submission to the ministry, data analysis, interpretation, visualization, and reporting. So far TIIS operational training has been successfully rolled out to 151 health training institutions .

Data Utilization Training(DUT)

Following completion of the National Roll-Out of the system; Training Institution Information System (TIIS), there has been good progress on data collection and data entry into the systems. It is from this reason that, the MoHSW conducted HRHIS and TIIS Data Utilization Training to all sites that have received HRHIS and TIIS Operational Training

The purpose of data utilization was to assist users on the utilization of data from HRHIS/TIIS for proper planning, development, management of HRH and for efficient and effective allocation and utilization of human resource at MoHSW, Training Institutions and at all levels of health service delivery.

SUPERVISION

The Ministry of Health and Social Welfare (MoHSW), has developed and implemented Training Institution Information System (TIIS). To ensure sustainability and continuous usage of the system onsite supportive supervisions and follow-up visits were carried twice per year for each training institution by both the Ministry of Health and Social Welfare and EnterSoft Systems Ltd. In each support visit users were assisted on different issues encountered during system use, data analysis and interpretation, fixing software problems, and any other arising issues.Moreover during Supervision visit, checklist were used to verify the utilization of TIIS at all sites.
