TLS 設定錯誤：ASV 掃描失敗最常見的原因之一

在我們協助過的大量 PCI DSS 環境中，最常見的 ASV 掃描失敗原因，往往不是什麼罕見的 CVE 漏洞或 0-day 攻擊，而是最基礎的 TLS 設定問題。

很多時候，即使你的底層應用程式早已經修補完畢、系統架構設計也相當良好，仍可能單純因為 Cipher（加密演算法）選擇錯誤或通訊協定版本過舊，直接被 ASV 判定 Fail。

🔍 1. 那些反覆出現的 TLS 失敗地雷：
• 過時協定未關閉： 仍啟用 TLS 1.0 或 TLS 1.1（兩者皆已禁用）
• 使用弱加密： 殘留弱 Cipher Suites（如 RC4、DES、3DES、export ciphers）
• 憑證管理缺失： 憑證過期、自簽、或 Hostname（主機名）不符
• 防護未到位： 缺少或設定錯誤的 HSTS (HTTP Strict Transport Security)

⚠️ 2. 一個符合標準的 TLS 安全基準應該長這樣：
✅ 協定升級： 僅允許使用 TLS 1.2 與 1.3
✅ 強健加密： 採用現代化的 ECDHE-AES-GCM Cipher Suites
✅ 優先級管理： 啟用伺服器端優先選擇密碼組合（Server-side cipher negotiation）
✅ 嚴格 HSTS 策略： 正確設定 HSTS 存活時間（max-age）並涵蓋所有子網域

🔄 3. 不要等到正式掃描當天才開獎！

The Backporting Problem: Why Your ASV Scan Sees Vulnerabilities That Aren’t There?

Your Ubuntu host shows OpenSSH 8.2 in the banner. The scanner cross-references CVE-2023-38408. Boom — failure flagged. Except that fix was backported into the distro’s 8.2 package months ago.

This is the false-positive trap that catches more PCI DSS programs than almost any other.

🔍 1. ASV scanners rely on banner grabbing.
They read the version string a service advertises, then check it against a CVE database. They don’t know which patches your distribution backported.

⚠️ 2. RHEL, Debian, and Ubuntu all backport heavily.
The package version doesn’t change but the underlying CVE is fixed. Your scanner doesn’t see that — and flags an automatic failure.

🔄 3. Don’t ignore findings — dispute them properly.
Gather evidence: installed package versions (dpkg -l, rpm -q), the vendor security advisory confirming the backport, your patched version string. Submit it in writing to your ASV with a clear description.

⚠️ 4. But don’t dispute everything.
ASVs notice when companies contest 30+ findings every quarter. Fix what you can. Dispute only the genuine false positives.

🟢 Bottom line:
A “vulnerable” version string isn’t always a vulnerability. But false positive disputes only work when they’re backed by clean evidence.

Backporting 陷阱：為什麼你的 ASV 掃描會抓到根本不存在的弱點?

你的 Ubuntu 主機 banner 顯示 OpenSSH 8.2。掃描器比對到 CVE-2023-38408 後，可能直接判定掃描失敗。但實際上，該漏洞可能早已被發行版透過 backport 修補到相同版本的套件中。
這是 PCI DSS 專案中最常見，也最容易造成誤報（false positive）的情況之一。

🔍 1. ASV 掃描器通常會參考 banner grabbing 等技術
掃描器會讀取服務對外公開的版本資訊，再與 CVE 資料庫進行比對。但它無法直接判斷作業系統發行版是否已將安全修補 backport 到現有版本中。

⚠️ 2. RHEL、Debian、Ubuntu 都大量使用 backport
套件的上游版本號可能維持不變，但底層的漏洞其實已經修補完成。由於掃描器無法辨識這類差異，可能會將系統誤判為存在漏洞。

🔄 3. 不要直接忽略結果，應正式提出 dispute
建議準備以下證據：
‣ 已安裝的套件版本（如 dpkg -l 或 rpm -q）
‣ 發行商官方安全公告
‣ 顯示 backport 修補資訊的文件
將相關資料提交給 ASV，並附上清楚的技術說明。

⚠️ 4. 但也不要對每一筆結果都提出 dispute
若每季提出大量 dispute，ASV 通常會更仔細審查相關證據。建議優先修補可修復的問題，僅對真正的誤報提出申訴。

🟢 重點整理
版本字串看起來存在漏洞，不代表系統實際上未修補。只要具備充分證據，false positive 通常可以透過正式 dispute 獲得合理處理。

Why Automated ASV Scans Alone Won’t Pass a QSA Audit‼️

Automated scanners produce raw data. QSAs need a compliant ASV report. Those are not the same thing.

This is one of the most common misunderstandings we see across Fintech: a company runs a scanning tool, gets a clean output, then assumes the job is done — only to have the QSA send the entire report back during validation.

🔍 1. Tools generate noise. We remove it.
A single scan can return dozens of findings — many of them false positives from banner-grabbing, WAF interference, or version-detection errors. None of that gets filtered out automatically.

⚠️ 2. ASV reports require manual review.
Under PCI DSS v4.0.1, an ASV report has to be a defensible compliance artifact — every finding triaged, every false positive properly documented, every CVSS 4.0+ vulnerability either fixed or formally disputed.

🔄 3. Without consultant oversight, IT teams burn weeks.
Unreviewed findings get passed straight to engineering. They cross-check, retest, and eventually realize half the items shouldn’t have been there in the first place.

🟢 Bottom line:
A scan is data. An ASV report is documentation a QSA can accept. Don’t confuse the two.

CVSS 4.0 — The Number That Decides Whether Your ASV Scan Passes

If you’re not tracking CVSS scores during your PCI DSS quarterly cycle, you’re flying blind.

Under PCI DSS v4.0.1, the CVSS pass/fail threshold for external ASV scans is 4.0. Anything at or above that score automatically fails your scan — and blocks compliance validation until you remediate and rescan.

🔍 1. The five CVSS bands:
0.0 – 3.9 (Low/None): does not block a “Pass”
4.0 – 6.9 (Medium): “Fail”
7.0 – 8.9 (High): “Fail”
9.0 – 10.0 (Critical): “Fail”

⚠️ 2. “Medium” feels harmless — it’s not.

A single CVSS 4.0 finding on an internet-facing CDE-connected host invalidates the scan. Even findings that feel theoretical still flip the report to Fail.

🔄 3. Internal scans use a different rule.

External ASV scans use the fixed CVSS 4.0 threshold. Internal vulnerability scans (Req. 11.3.1) follow your own risk-ranking process from Req. 6.3.1 — the threshold is yours to define internally, not externally.

🟢 Bottom line:

A “Medium” CVSS finding sounds optional. Under PCI DSS v4.0.1, it isn’t — it stops your compliance cycle cold.

🚨 A "Passed" ASV Scan Doesn't Always Mean You're PCI Compliant

This is one of the most common (and costly) misconceptions we see across fintech.

At Secure Vectors, many businesses come to us confident they've passed—only to have their ASV reports challenged or rejected during QSA review.

So what can go wrong under PCI DSS v4.0.1?

🔎 1. Scoping is the #1 Failure Point: Missing even a single CDE-connected system doesn't just lower your score—it invalidates the entire report.

⚠️ 2. Vulnerability severity matters: Vulnerabilities at or above CVSS 4.0 are typically treated as "Fail" unless properly remediated.

🔁 3. The remediation loop: Fix → Rescan → Fail → Repeat.

Without the right guidance, businesses can lose weeks stuck in this cycle.

⏳ And timing matters more than you think

If scans are missed or handled incorrectly during the year, it can delay your annual assessment and create unnecessary friction with your QSA and acquirer. Don't let a technicality stall your business growth.
