iGovTT National Information and Communication Technology Company of Trinidad & Tobago

The National Information and Communication Technology Company Limited, (iGovTT), is an award winning company based in Trinidad and Tobago whose primary business is the design, procurement, project management, implementation and maintenance of enterprise-wide and major ICT solutions for Government, as well as the provision of value-added ICT support services to Government ministries and agencies. I

ncorporated in July 2009 as a state-owned enterprise to continue the realization of Trinidad and Tobago’s major national ICT objective – to transform Trinidad and Tobago into a knowledge-based economy, iGovTT is headquartered at Lord Harris Court, 52 Pembroke Street, Port of Spain and carries a complement of 137 employees. Though new to the competitive business arena, iGovTT’s roots can be traced as far back as 1989 to a number of smaller units within Government from which the amalgamated experiences and knowledge was brought to bear on iGovTT’s mission to champion and advance the development of ICT by key stakeholders for the socio-economic transition and development of Trinidad and Tobago and the Caribbean Region. iGovTT remains guided by its vision: To be the preferred choice for the delivery of innovative and integrative public sector ICT solutions and services. The company therefore acts as the implementation arm of the Ministry of Science and Technology, in support of that Ministry’s ex*****on of Government’s enterprise-wide ICT strategies and programmes. To this end, iGovTT’s core business revolves around ICT Consulting, Technical Consulting, Shared Services and Programme Management services to the Public Sector. The company also establishes policies and guidelines to prescribe the integration of Government-wide systems into a common ICT architecture leading to connected Government. iGovTT’s major responsibilities include the day to day management of ttconnect, a suite of five delivery services, namely ttconnect Online, ttconnect Service Centres, ttconnect Self-Serve Kiosks, ttconnect Mobile and ttconnect Express Buses, which, together with ttconnect’s Toll Free number – 800-TTCN, provide the citizens of Trinidad and Tobago with alternative means for interfacing with Government, affording easier and more convenient access to Government information and public services. iGovTT also managed the development of and continues to oversee GovNeTT, the secure communications network which enables Government Ministries and Agencies access to a host of networking and collaboration tools and services. Additionally, iGovTT is charged with the drafting of the second national ICT plan for Trinidad and Tobago, branded smarTT 2012 - 2016. iGovTT continues to develop and drive initiatives that seek to utilize ICTs as one of the foundations of personal, social and business activities in Trinidad and Tobago.

Trinidad and Tobago was represented at the International Telecommunication Union’s World Telecommunication/ICT Policy Forum (WTPF-26) in Nassau, The Bahamas, by a delegation comprising iGovTT’s Chairman and Executives, alongside a Director and Executives from the Telecommunications Authority of Trinidad and Tobago (TATT).

The delegation attended sessions with worldwide policymakers, telecommunications regulators, ICT industry players, academia and civil society. The delegation also participated in high-level policy discussions on the promoting digital inclusion, emerging technologies, network resilience, cybersecurity, green digital transformation and policies that enable ICT innovation, entrepreneurship and investment in technology. These discussions highlighted opportunities and pathways for continuing to accelerate an inclusive, sustainable, resilient, and innovative digital future.

The delegation also paid courtesy calls on ITU Secretary-General Doreen Bogdan-Martin, Dr Cosmas Luckyson Zavazava, Director of the ITU Telecommunication Development Bureau, and John Mills, Deputy Assistant Secretary, Bureau of Cyberspace and Digital Policy, U.S. Department of State (and U.S. Head of delegation to the WTPF-26).

Discussions focused on Trinidad and Tobago’s digital transformation and telecommunications priorities, opportunities for collaboration and continued support for the country’s ICT development.

The engagement reinforces the value of international partnerships and knowledge exchange as Trinidad and Tobago continues to strengthen its digital ecosystem and advance its digital transformation agenda, whilst influencing global ICT policy.

How do we know when digital transformation is truly working?

As our Chairman Ria Karim reminds us, there is implementation, and then there is impact.

Implementation can be measured:
• Institutions onboarded
• Credentials issued and verified

But impact asks more powerful questions: Is what we are building changing how institutions operate, how people work and, ultimately, how citizens engage with Government?

For iGovTT, that distinction matters.

Beyond the numbers, we are seeing another important measure of progress: demand.

Institutions are coming forward. New use cases are emerging.

That momentum signals that VerifyTT is moving beyond implementation towards something bigger.

Transformation is not achieved simply by deploying technology. It happens when people trust it, institutions embed it into how they work, and stakeholders move from being users of technology to co-creators of an ecosystem built around solving real problems and meeting real needs.

That takes time, partnership and a commitment to looking beyond what we have implemented to the difference it is making.

Because implementation tells us what we have built. Impact tells us what we have changed.

Small Island. Big Digital Ambition. Global Leadership.

Trinidad and Tobago’s approach to Digital Public Infrastructure is being recognised on the global stage as an example of how countries, regardless of size, can build digital systems that are safe, inclusive, interoperable and designed around people.

In its latest feature, 50-in-5 highlights key lessons from our digital transformation journey, including the importance of starting with high-value use cases, embracing open source and Digital Public Goods, strengthening digital sovereignty, and designing for radical inclusion from day one.

At the centre of the feature is VerifyTT, one of the foundations of Trinidad and Tobago’s growing DPI ecosystem and an example of how trusted digital infrastructure can reduce administrative friction and make interactions with government simpler and more secure.

iGovTT’s approach reinforces an important message: scale does not determine the ability to innovate. With the right foundations, partnerships and focus on people, small states can lead meaningful digital transformation.

At the 41st CANTO Annual Conference & Trade Exhibition in Punta Cana, Dominican Republic, our Director, Atiba Phillips, joined regional leaders for the panel discussion, “Differentiated Connectivity: Unlocking New Value in the Caribbean Digital Economy.”

During the discussion, Director Phillips challenged the region to think beyond connectivity as simply providing access to the internet, and instead focus on how that connectivity translates into better services, completed transactions and tangible value for citizens.

He highlighted the importance of strengthening the foundations that make this possible, including data architecture, enterprise governance, institutional capacity and shared public service platforms, while creating greater opportunities for Caribbean firms to participate in the region’s growing digital economy.

As Trinidad and Tobago advances its digital transformation agenda, iGovTT remains committed to sharing our experience, learning from our regional partners and contributing to a more connected, innovative and digitally enabled Caribbean.

Senator the Honourable Dominic Smith, Minister of Public Administration and Artificial Intelligence, has been recognised with the inaugural CANTO Ministerial Award for ICT Leadership and Digital Transformation, celebrating his leadership and contribution to advancing Trinidad and Tobago’s digital transformation agenda.

Under Minister Smith’s leadership, the national agenda continues to focus on harnessing digital technology and artificial intelligence to modernise government, strengthen public services and build the digital foundations needed for a more competitive economy and society.

The regional recognition also reflects Trinidad and Tobago’s growing role in shaping the Caribbean’s digital future, with a shared ambition for better government services, stronger digital economies and better digital societies.

From connectivity to competitiveness: building a Caribbean that can shape its digital future.

At CANTO 2026, iGovTT Chairman Ria Karim delivered the keynote address, “From AI Possibility to Digital Trust: Building the Foundations for Caribbean Competitiveness,” bringing Trinidad and Tobago’s digital transformation experience to the regional stage.

Her message: connectivity is only the starting point.

For Caribbean countries to translate emerging technologies such as AI into meaningful economic and social value, we must also invest in trusted digital services, secure infrastructure, capable institutions and skilled people.

And ultimately, transformation must be measured by impact: better public services, greater opportunity, stronger institutions and increased public trust.

Through initiatives such as Anansi and VerifyTT, Trinidad and Tobago is demonstrating how AI, Digital Public Infrastructure and digital trust can move beyond concepts and become practical tools for citizens, businesses and Government.

iGovTT Congratulates Minister Smith on CANTO Ministerial Award for ICT Leadership and Digital Transformation.

The National Information and Communication Technology Company Limited (iGovTT) extends its warmest congratulations to Senator the Honourable Dominic Smith, Minister of Public Administration and Artificial Intelligence, on receiving the CANTO Ministerial Award for ICT Leadership and Digital Transformation.

The inaugural regional award, presented during the Caribbean Association of National Telecommunication Organisations (CANTO) conference in Punta Cana, Dominican Republic, recognises Minister Smith’s leadership and contribution to advancing Trinidad and Tobago’s digital transformation agenda.

Minister Smith, who was unable to attend the conference in person, accepted the honour through a video message, expressing his appreciation to CANTO and highlighting the broader significance of the recognition for the Caribbean. He highlighted the shared ambition to achieve better government services, stronger digital economies and better digital societies across the region and recognized the

Ms. Ria Karim, Chairman of iGovTT, was pleased to attend the conference and accept the physical award on the Minister’s behalf.

“Trinidad and Tobago is flipping the script.”

Those were the words of Jon Lloyd, Director of 50-in-5, as he reflected on Trinidad and Tobago’s Digital Public Infrastructure journey during The Caribbean Catalyst: VerifyTT and the Next Generation of Public Services webinar.

Recognising VerifyTT as proof that digital transformation is not reserved for large, resource-rich nations, Lloyd highlighted Trinidad and Tobago’s commitment to open-source technologies, investment in local talent, and the development of trusted, citizen-centred digital services.

The 50 in 5 webinar brought together policymakers, digital transformation leaders, and technical experts from around the world to explore Trinidad and Tobago’s experience in implementing VerifyTT.
