Bluetooth devices are among the most common products requiring NBTC certification in Thailand — and among the most straightforward to certify.

Any product with a Bluetooth or Bluetooth Low Energy (BLE) interface sold or imported into Thailand requires NBTC approval. This applies across all categories: headphones, earbuds, wireless speakers, keyboards, game controllers, smartwatches, fitness trackers, hearing aids, continuous glucose monitors, smart locks, asset trackers, barcode scanners, and industrial handheld terminals.

The certification path: All standard Bluetooth products operating in the 2400–2500 MHz band qualify for SDoC — Supplier's Declaration of Conformity.

Required documents:

In January 2026, NBTC published an announcement defining the criteria, methods, and conditions for authorising telecom equipment inspection units. The announcement establishes who may apply for NBTC recognition as an authorised inspection body for telecommunications equipment in Thailand.

The framework is relevant to the certification ecosystem in two ways. For testing laboratories and certification agencies, it sets out the structural requirements for bodies that want to operate in an NBTC-recognised capacity in the Thai market. For manufacturers, it clarifies the type of bodies that form part of the recognised certification infrastructure.

NBTC certification is a document-driven process. Accepted test reports must come from laboratories holding the correct ISO/IEC 17025 accreditation scope. The inspection unit framework complements this by defining the broader criteria for official recognition — shaping which bodies are part of the certified testing infrastructure.

In December 2025, the FCC added foreign-made unmanned aerial systems to its Covered Equipment List — a designation that prevents products from certain countries from obtaining FCC equipment authorisation and entering the US market.

On 15 June 2026, the FCC published an exemption for "Toy Drones" — consumer-grade units that lack the range, endurance, sensing capability, payload capacity, and data connectivity features the FCC identified as national security concerns. FAQs published alongside the exemption clarify the boundary between toy and commercial classifications.

Non-toy commercial drones from affected countries remain on the Covered List. FCC equipment authorisation is not available for these products.

For manufacturers assessing the Thai market: NBTC certification operates entirely independently of FCC Covered List status. A drone that cannot obtain FCC authorisation in the US can still qualify for NBTC certification in Thailand, provided it meets the applicable Thai technical standards. The two regulatory frameworks have separate criteria and separate processes.

DECT — Digital Enhanced Cordless Telecommunications — is the wireless standard behind enterprise cordless phones, conference systems, DECT base stations, handsets, and repeaters. Any DECT device operating in Thailand requires NBTC certification before it can be sold or imported.

DECT equipment operates in the 1880–1900 MHz band with a maximum transmit power of 250 mW e.i.r.p. All DECT applications require Class A Registration under NBTC TS 1042-2568, the current technical standard for DECT equipment in Thailand, published in B.E. 2568 (2025).

What Class A certification requires:
- Technical datasheet including wireless communication details
- Product photographs
- RF, Safety, and EMF test reports from an ISO/IEC 17025-accredited laboratory

One of the most common questions we hear from manufacturers entering Thailand: "Do we need to re-test our product, or can we use our existing FCC or CE report?"

The NBTC accepts test reports from accredited laboratories outside Thailand. Whether your existing reports qualify depends on two conditions.

1. NBTC-recognised standards. The report must reference standards that the NBTC recognises for the product category and certification type. A report referencing a technically equivalent standard that is not explicitly listed by NBTC may be rejected during review — this is one of the most common causes of application failure for foreign manufacturers.

2. Correct accreditation scope. The issuing laboratory must hold ISO/IEC 17025 accreditation, and that accreditation scope must specifically cover the standards applied in the report. A report from an accredited laboratory is not automatically sufficient — the scope matters.

When both conditions are met, no re-testing in Thailand is required. A manufacturer submitting a Wi-Fi 6 access point application, for example, can proceed on the strength of existing FCC or CE test documentation — provided those reports are verified against these two criteria before submission.

In May 2026, a joint NBTC and security agency operation raided a warehouse distribution point in Samut Prakan, seizing 5,563 uncertified units valued at over THB 20 million. The products included radio communications equipment, Bluetooth speakers, GPS devices, and consumer electronics — all distributed without the required NBTC certification and frequency authorisation.

The operation identified violations under the Radiocommunications Act alongside copyright infringement charges, indicating that multi-agency enforcement is targeting the same distribution networks.

The scope of product categories involved reflects the breadth of NBTC certification requirements. Radio communications, Bluetooth devices, and GPS receivers each require separate type approval in Thailand. A single uncertified distribution operation covering multiple wireless product categories compounds both the legal exposure and the operational disruption when enforcement results in seizure.

Penalties under the Radiocommunications Act: up to five years imprisonment, a fine of up to THB 100,000, or both. NBTC market surveillance targets the full distribution chain — not only point of sale.

In January 2026, NBTC published a formal announcement establishing guidelines for radiofrequency parameter assessment in IMT standard certification. IMT — International Mobile Telecommunications — is the technical framework covering LTE (4G) and 5G NR cellular technologies.

The guidelines define how NBTC evaluates radiofrequency parameters when assessing IMT equipment against technical standards during the Class B certification process. Class B is the applicable certification type for the highest-risk equipment categories, including smartphones, tablets, cellular modules, modems, and fixed wireless access terminals with LTE or 5G NR connectivity.

The FCC's proposed rulemaking on test laboratory recognition moved through its public comment period in July 2026. The proposal — advanced alongside the Trusted Test Lab final rule published in May — would stop the FCC from recognising laboratories, Testing Certification Bodies (TCBs), and accreditation bodies based in countries without a Mutual Recognition Agreement (MRA) or comparable trade agreement with the United States.

Under the proposal, existing recognition would be phased out over two to three years following any final rule adoption. Comments closed 15 June 2026 and reply comments closed 14 July 2026. Rulemaking continues.

Thailand has no MRA with the United States. Thai-based laboratories would be affected by this proposal if it is finalised.

For manufacturers managing certification in both markets, the NBTC process operates under entirely different criteria. NBTC does not require the testing laboratory to be in an MRA country — the qualifying factors are ISO/IEC 17025 accreditation scope and whether the report references NBTC-recognised standards. The two programmes are independent.

If your product includes vehicle-mounted radar — adaptive cruise control, blind-spot monitoring, collision avoidance sensors — NBTC certification is required before it can be sold in Thailand.

The applicable technical standard is NBTC TS 1011-2560, which covers vehicle-mounted radar across three frequency bands: 22–26.65 GHz, 76–77 GHz, and 77–81 GHz. The 76–77 GHz and 77–81 GHz bands — the primary automotive radar frequencies — require Class A certification. Devices operating in the 24.05–24.25 GHz range may qualify for SDoC depending on transmit power level.

In May 2026, NBTC held a public hearing on 5 new radar and radiocommunication draft announcements. Once adopted, these will expand the framework with additional frequency bands and updated power parameters. The current certification pathway under NBTC TS 1011-2560 remains in effect in the meantime.

Choosing the wrong NBTC certification type wastes time and budget. Here is how to think about it.

SDoC (Supplier's Declaration of Conformity) is available for lower-risk equipment categories that NBTC has specifically designated for this scheme. You submit test reports and technical documents, and the NBTC issues a reference number for your declaration. It is not a lighter alternative to Class A or Class B — it applies only to designated product categories. Fastest timeline: approximately one week.

Class A applies to equipment categories where independent third-party testing is required to support NBTC certification. The NBTC reviews the submission and issues a Certificate of Registration. Estimated timeline: approximately five weeks from complete submission.

Class B applies to higher-risk equipment categories and follows a formal certification process. It covers the widest range of device types, including most equipment that transmits on licensed frequency bands. The NBTC issues an Approval Certificate. Estimated timeline: approximately six weeks from complete submission.

Which type applies is determined by your product's technology category and frequency band as defined in NBTC technical standards — not by preference. Some device categories have a split path where the applicable type depends on the specific frequency band or transmit power.
