Government is a key stakeholder in creating the enabling policies, institutions, and partnerships that support effective Internet governance. Through leadership, collaboration, and inclusive policymaking, government helps create an environment where digital innovation can thrive while protecting the rights and interests of citizens.
Eng. Chol Joseph Mayen, In his keynote address at the South Sudan Internet Governance Forum (SS-IGF) 2026, speaking on behalf of Hon. Rizig Dominic Samuel, the Director General of the National Communication Authority, emphasized that Internet governance is not about government governing the Internet; it is about all stakeholders working together to build a digital future that is secure, inclusive, innovative, and trusted.
He highlighted South Sudan's progress from aspiration to implementation, pointing to milestones such as the Cybercrime and Computer Misuse Act, ongoing work on the Data Protection Bill, and the development of a National Cybersecurity Strategy as important building blocks of a trusted digital ecosystem.
The keynote also underscored that successful digital transformation extends beyond technology. It requires sound policies, strong institutions, meaningful stakeholder dialogue, and public trust. As South Sudan advances its digital agenda, collaboration across government, the private sector, civil society, academia, the technical community, and development partners will remain essential to ensuring that no one is left behind.
