The phrase was popularized in the late 19th and early 20th centuries with the advent of the modern department store. Before this era, shops kept goods behind counters, and you had to ask a clerk to see them.
When retailers started installing massive, clear plate-glass windows and arranging artistic displays, it changed public behavior entirely. For the first time in history, people—especially women—could stroll down the street and enjoy the visual experience of commerce without any obligation to buy. It turned shopping from a chore into a leisure activity.
A century later, whether it's a physical storefront or scrolling through a mobile screen, the love for visual browsing remains exactly the same!
