Two Calls. Same Week. Opposite Directions.

A fintech client called us wanting to move everything to the cloud. Full migration, no exceptions, ready to scale fast.

Wednesday afternoon, a healthcare client called us wanting the opposite. They were pulling sensitive workloads back on premise, worried about data residency and audit control.

Same week. Same country. Two completely different answers to the same question.

Here's the twist most vendors won't tell you. Neither client was wrong.

Not every business is moving to the cloud. Some are moving away from it. Most organizations we work with in Saudi Arabia land somewhere in between, and that middle ground isn't indecision. It's strategy.

Saudi Arabia's cloud computing market is projected to grow from $14.5B to $38B by 2033 — that's a 162% increase, and it's not a slow, gradual curve. It's being pulled forward hard by the Kingdom's Cloud First Policy.

I've watched this play out directly in procurement conversations over the past year, and the shift is measurable, not anecdotal:

→ RFPs that used to treat "cloud" as an optional architecture note now list it as a mandatory evaluation criterion
→ Vendors are increasingly required to demonstrate in-Kingdom data residency before they even reach the technical scoring stage
→ Multi-cloud and hybrid capability is moving from "nice to have" to a checkbox that can disqualify a bid outright
→ Procurement timelines are compressing, but the compliance bar for cloud architecture is rising at the same time

That combination — faster cycles, higher bar — is where a lot of vendors are getting caught out. Teams that built their pitch around a single-cloud, offshore-hosted model are finding themselves filtered out earlier in the process than they expected, sometimes before a single meeting happens.

The market growing 2.6x in under a decade tells you where the budget is heading. But the procurement checklist changes tell you where the actual decisions are being made right now, this quarter, in tenders that are live today.

Why every Saudi enterprise RFP now has an “AI readiness” line item?

Six months ago, "AI readiness" barely showed up in an enterprise RFP in this market. Now I'm seeing it as a standalone line item — right next to security compliance and data residency.

That's not a trend I'm reading about. It's something I'm watching happen in real proposals, from clients who a year ago would have treated AI as a "nice to have" add-on.

Here's what's actually changed: procurement teams are no longer asking "can you build us a chatbot." They're asking harder questions — what's your model governance, where does the data sit, how do you handle hallucination risk in a regulated workflow, what's your fallback when the AI gets it wrong. Vendors who can't answer clearly are getting quietly filtered out before the demo stage.

For SMEs and mid-market firms in the Kingdom, this is the moment to stop treating AI readiness as a future initiative and start treating it as table stakes for winning work in 2026. A short internal AI readiness audit — data quality, integration points, governance, and a realistic pilot roadmap — is a lot cheaper than losing a bid over it.
