Terms of Reference

CONTEXT:

The Project Manager (PM) is responsible for supporting the Output Lead in designing, delivering, and evaluating the development output within the Capability, Accountability, Sustainability, and Inclusivity Programme delivered by the organization in Ramallah.

In coordination with the programme manager and other output leads deliver the following objectives:

PRIMARY ACTIVITIES & OUTPUTS:

1. Lead on and contribute to the design and documentation of interventions and activities that are geared towards the achievement of expected outputs and outcomes.
2. Preparation and update of detailed budgeted workplans and design of the activities based on the approved project documents, in coordination with the project.
3. Manage and ensure quality and timely implementation of activities, in line with agreed work plans and budgets.
4. Directly liaise and coordinate with relevant partners and stakeholders.
5. Produce quality and timely narrative and financial reports.
6. Ensure political, administrative, and logistical support to the project.
7. Ensure good coordination with, and continuous support to the project activities, relevant commercial companies, and other stakeholders.
8. Organize and facilitate meetings, briefings, workshops, conferences.
9. Attend all relevant meetings and provide briefings as necessary.
10. Network, develop new contacts and ensure communication with the project stakeholders, based on the project stakeholder management plan.
11. Based on their needs and requests, provide ad hoc support to other project components in coordination with the other Output Leads.
12. Develop and/or contribute to the development of implementation and technical documents for the project, plans, implementation notes, notes to file as well as substantive documents.
13. Provide constructive feedback on the projects and substantive documents developed by team members and experts during project implementation.
14. Ensure mobilization of relevant personnel and services for the programme. This includes drafting terms of reference, work specifications and contracts, support to procurement and recruitment processes by ensuring substantive and secretariat assistance in the process of soliciting partners, selection and overseeing their work and reporting.
15. Monitor work of the project partners, the work of contractors and experts/consultants supporting the programme’s implementation.
16. Monitor project progress, including events, as per the project monitoring and evaluation plan and assist the Output Lead in the preparation of weekly, monthly, quarterly and annual reports.
17. Capture, on an ongoing basis, lessons learnt during project implementation and record them in the lessons learn log.
18. Monitor the project risks identified in the project risk log and provide regular updates, including new risks and proposed mitigation measures. Maintain an individual risk log related to the thematic area and corresponding to the general project risk log.
19. Indicate at the earliest stage any project risks that can occur and propose the mitigation measures.
20. Ensure that the project inputs are relevant for implementation of activities and achievement of the project outputs, and that value for money is observed throughout the implementation.
21. Provide communication support on the project.
22. When required, deputise for the Output Lead.

3. Delivering Value for Money - Delivering value for money involves the efficient, effective, and economic use of taxpayers’ money in the delivery of public services. It means seeking out and implementing solutions which achieve the best mix of quality and effectiveness for the least outlay.
4. Collaborating and Partnering - People skilled in this area create and maintain positive, professional, and trusting working relationships with a wide range of people within and outside the BST to help get business done.
5. Delivering at Pace - Effectiveness in this area means focusing on delivering timely performance with energy and taking responsibility and accountability for quality outcomes.
6. Leading and Communicating - Effectiveness in this area is about leading from the front and communicating with clarity, conviction, and enthusiasm.

QUALIFICATIONS

1. Bachelor’s Degree in Human Rights Law, International Studies, Political Science, or any related fields
2. Minimum 5 years work related experience, preferably in Project Management in public or private sector.
3. Minimum 5 years of experience working with the Palestinian Security Sector
4. Excellent interpersonal and communication skills (verbal and written) in both Arabic and English
5. Experience working within the NGO sector in project management positions (preferable)
6. Strong communication and interpersonal skills, ability to work with all levels and functions within the Project Team.
7. Ability to provide accurate translations from Arabic into English and vice versa
