The most underused service in the RSP playbook and the reason most offshore firms keep losing deals before the RFP even drops. Most offshore firms treat the RFP as the starting line. By then, the race is already over. In SLED and federal contracting, the real work happens 6 to 18 months before a solicitation is published. If your proposal team only shows up after the RFP publishes, you're not bidding. You're filling out someone else's paperwork.
