Summary of NTC Memorandum Order No. 003-04-2025
Subject: Network Repairs During the National and Local Elections 2025
Date: 23 April 2025
The National Telecommunications Commission (NTC) requires all public telecommunication entities, ISPs, satellite service providers, and VASPs to:
Complete all network repairs and maintenance on or before 03 May 2025.
Suspend any network works (installations, repairs, maintenance) from 05 May to 14 May 2025 to ensure uninterrupted transmission of election results for the 12 May 2025 elections.
Strictly comply with their committed service levels for election data transmission.
Exceptions for emergency repairs must be reported immediately via email to:

With a copy to [email protected]
The report must include the emergency’s nature, affected areas, and restoration timelines, and must be coordinated with COMELEC.
Personnel involved (including subcontractors) must wear company IDs, uniforms, and use marked vehicles during operations.
