As developers, our work goes beyond coding.

Two weeks ago, I had the opportunity to be part of a Go-Live session. While I’d previously met with clients for general assistance and custom development requirements, this was my first hands-on experience seeing real-time transactions take place in our system.

The experience was even more meaningful and eye opening to me because instead of viewing the system solely through a technical lens, I was able to observe how the features we developed were actually used in day-to-day operations. It reminded me that as developers, our work extends beyond simply writing code and fixing bugs. We have a responsibility not only to provide technical solutions, but also to understand our clients’ needs and bridge the gap between their expectations and the systems we build.

I’m truly grateful to my team at XScribe Solutions Inc. and Primebeef Co. for letting me be part of this experience. I now have a greater appreciation for the effort that happens behind the scenes and the impact that well-designed systems can have on the way people do their tasks and processes. It’s something I’ll carry with me as I continue to grow as a developer, with a deeper understanding of how the work we do can make a meaningful difference for our clients.

𝗕𝗜𝗥 𝗦𝗘𝗧𝗦 𝗘𝗟𝗘𝗖𝗧𝗥𝗢𝗡𝗜𝗖 𝗜𝗡𝗩𝗢𝗜𝗖𝗜𝗡𝗚 𝗥𝗨𝗟𝗘𝗦 𝗔𝗛𝗘𝗔𝗗 𝗢𝗙 𝗗𝗘𝗖𝗘𝗠𝗕𝗘𝗥 𝟯𝟭 𝗖𝗢𝗠𝗣𝗟𝗜𝗔𝗡𝗖𝗘 𝗗𝗘𝗔𝗗𝗟𝗜𝗡𝗘

The Bureau of Internal Revenue (BIR), led by Commissioner Charlito Martin R. Mendoza, has issued the implementing rules for electronic invoicing, moving a major digital tax reform toward broader implementation among covered taxpayers.

“With these rules in place, we can now move into implementation and refine the framework as needed. Our goal is to make electronic invoicing workable for taxpayers while laying a stronger foundation for the continued digitalization of tax administration,” Commissioner Mendoza said.

Issued on September 22, 2026, Revenue Memorandum Circular No. 98-2026 covers small, medium, and large taxpayers engaged in e-commerce or internet transactions; taxpayers under the Large Taxpayers Service; large taxpayers under the Ease of Paying Taxes framework; and taxpayers using a computerized accounting system and computerized book of accounts with accounting records and other invoicing software. Those within the mandatory coverage are required to issue electronic invoices on or before December 31, 2026. Micro taxpayers are not covered by the mandatory electronic invoicing requirement.

The Circular implements the electronic invoicing requirements under Revenue Regulations Nos. 8-2022 and 11-2025, as amended by RR No. 26-2025.

Taxpayers may use an in-house or commercially acquired electronic invoicing solution, or the services of an Electronic Invoicing Service Provider. The BIR will issue a separate issuance governing Electronic Invoicing Service Providers within the month.

“Electronic invoicing and electronic sales reporting are separate requirements. For now, taxpayers should focus on complying with the electronic invoicing rules. Electronic sales reporting will follow once the BIR issues the separate implementing policies and procedures for it,” Commissioner Mendoza said.

The final guidelines, which take effect immediately, follow the BIR-PMSG public consultation held on August 25, 2026, at the BIR National Office, where the Bureau discussed the proposed rules with private-sector stakeholders and received inputs on implementation.

“Electronic invoicing is a huge step toward revolutionizing invoicing and tax administration in the Philippines. It will change how businesses document transactions, how tax information is generated, and how the BIR uses data to build a more modern and efficient tax system,” Commissioner Mendoza said.

Last week, I had the opportunity to join another scoping session with a new client in the retail food and beverage industry. It was a great experience learning more about their current processes, understanding their challenges, and seeing how we can help improve their day-to-day operations through our ERP solution.

Every scoping session is a learning experience for me, especially as I continue to grow in my role as a Junior Business Analyst. It’s not just about understanding the system, but also about learning how to ask the right questions, listen to the client, and understand the actual process behind the business.

A big thank you to my manager Jessica Saway for continuously guiding and helping me throughout the scoping session. Your guidance really helped me become more confident in handling client discussions and understanding the business requirements.

Last week, I was part of the Go-Live operations at Primebeef Co. It was not my first Go-Live, but it was possibly the most exciting one so far.

For every Go-Live, it's standard that my team and I be present to answer questions, provide support and fix any problems that suddenly come up. We basically worked as part of the client company and experienced how they do their daily operations for the week.

This specific Go-Live was unique due to that I was not experiencing it from the point of view of someone from the internal team, but rather someone from Sales. It was very different, very hands on and actually really fun. I got to talk and sell to their customers, learn some literal meaty terms and even use a barcode reader to scan items.

It reminded me of the childhood games I used to play with my siblings and friends. We would pretend that we were running a shop and would think of our toys as items to be scanned with pretend barcode readers (can be a phone or even a stick) before paying with play money from the toy cash register or cardboard cash box.

Overall, it was a very unique and enjoyable Go-Live experience. Aside from understanding the client's day-to-day better and appreciating their process more, I also had fun and learned new things while remembering old fond memories.

With the current monsoon weather, everything may seem more cold, wet and depressing. The traffic is also extra dreadful and traveling is made more difficult, sometimes even dangerous.

Yet despite it all, we endure and physically show up.

Here at XScribe Solutions, we are committed to doing our best in serving our patrons as they are due. Despite the extra travel difficulties, we choose to persevere and be on site to more easily accommodate and meet our clients' needs. Being physically present to communicate and work together also does wonders for my team's dynamic and camaraderie. Trust and confidence in each other grow, enabling us to maximize our best for our clients.
