WE'RE LOOKING FOR 3 FOUNDING TEAMS IN WESTERN VISAYAS! 🚀

Today, we're introducing the ACCENTECX AI Venture Lab, an initiative born from our commitment to making technology, research, and innovation more accessible to aspiring entrepreneurs in our region.

Over time, we've met talented people with remarkable ideas and a deep understanding of problems in their industries and communities. Many know what needs to change but lack the technology, technical expertise, or resources to turn their ideas into working solutions.

We want to help bridge that gap.

For our first cohort, we're opening our doors to 3 founding teams across Western Visayas.

Selected teams will have the opportunity to work alongside ACCENTECX AI and access relevant capabilities and resources, including:

🔹 Existing AI technologies and product concepts
🔹 Research and development (R&D)
🔹 Data science, engineering, and analytics
🔹 Software and AI product development
🔹 Technical expertise and mentorship
🔹 Product validation and commercialization support

AI is bigger than the chat box and digital transformation should begin with the business problem, not the technology.

Today, ACCENTECX AI INC. joined the Department of Trade and Industry – Iloilo Provincial Office for AI de Iloilo: Smart Tools, Safe Habits, and Stronger Businesses for Local Artisans, the first side event of Artesanias de Iloilo 2026 at Robinsons Place Iloilo.

Our Board Chair and Chief of Technology, Joseph Francois N. Masso, led a practical session with local MSMEs and artisans around one central idea:

Human intelligence comes first. AI should extend it—not replace it.

The discussion moved beyond the common idea that AI simply means ChatGPT. Using the human body as a functional analogy, we explored how intelligence becomes more useful when connected to the right data, tools, systems, processes and human judgment.

We then brought that thinking directly into business.

Together with participants, we explored how to: • identify the real business problem before choosing an AI tool
• use different AI capabilities for different business needs
• structure better prompts through Role + Task + Context
• use AI and business data to support decision-making
• protect sensitive information and manage data responsibly
• verify AI-generated information before acting on it
• preserve the authenticity, knowledge and craftsmanship behind local products

One of the most meaningful moments was working live with an MSME owner facing three interconnected challenges: capital, buyers and production capacity.

Rather than immediately asking AI for answers, we first examined the business as a system—what the entrepreneur already had, where production was constrained, how customers were being acquired, what information was missing, and where technology could actually contribute.

That is the approach we believe in at ACCENTECX AI INC.

We don't start with AI. We start with the problem.

From there, we determine where data, analytics, artificial intelligence, automation or better digital systems can create practical value.

We thank DTI Iloilo Provincial Office for the trust and opportunity to contribute to the capability development of our local MSMEs, and we thank every entrepreneur who participated, asked questions and shared the realities of running their businesses.

ACCENTECX AI INC. joins the University of the Philippines Visayas and the FABLE Hub community in congratulating Asst. Prof. Carmelo S. del Castillo, PhD, on his appointment as Associate Editor of Frontiers in Aquaculture under the Disease & Health Management section.

This well-deserved appointment recognizes his expertise and continuing contributions to aquaculture research, aquatic animal health, disease management, and the development of healthier and more sustainable aquatic production systems.

ACCENTECX AI had the privilege of collaborating with Dr. del Castillo on research examining AI readiness in public shrimp aquaculture microbiome records. That collaboration gave us the opportunity to appreciate his commitment to scientific rigor, responsible innovation, and research grounded in real-world aquaculture challenges.

His appointment further strengthens the visibility of Philippine expertise in the global scientific community and creates another pathway for locally grounded knowledge to contribute to the future of aquaculture, aquatic health, food security, and sustainable development.

We are honored to celebrate this achievement alongside the UP Visayas, College of Fisheries and Ocean Sciences, and FABLE Hub communities, and we look forward to continuing research-driven collaborations at the intersection of science, data, engineering, and applied AI.

WE JUST PUBLISHED OUR LATEST WORKING PAPER: QSRI.

Most artificial-intelligence systems are optimized around a familiar question:

Which solution works best now?

Our new paper asks a second question:

Which capabilities should remain possible when conditions change?

Quantum-State Repertoire Intelligence, or QSRI, proposes a Bio-Intelligence framework in which an adaptive AI system maintains a context-sensitive repertoire of operational states and possible trajectories instead of irreversibly converging on one currently dominant state.

Some states may remain active. Others may become latent while retaining the possibility of reactivation. New states may be generated when the existing repertoire no longer represents the problem adequately.

The framework draws inspiration from biological dormancy, phenotypic diversity, response diversity and ecological memory. Its central Bio-Intelligence principle is:

SUPPRESSION DIFFERENT ERASURE.

QSRI also introduces trajectories, context-dependent outcome basins and hinge points transitions where possible futures begin to differ materially.

Importantly, the paper does not claim that ordinary AI is physically quantum. Most of the proposed repertoire architecture can be implemented classically. Quantum-like mathematics is treated as a testable extension that should survive only where it demonstrates reproducible value beyond a matched classical model.

This is a research program, not a declaration of experimental proof.

The next challenge is empirical: can structured repertoires help adaptive systems recover faster, retain useful capabilities and recognize when their existing possibility space is no longer enough?

SATELLITES CAN SEE THE FARM. CONNECTED DATA HELPS PEOPLE DECIDE WHAT TO DO NEXT.

On 15 September 2026, the Department of Agriculture and the Philippine Space Agency formalized a five-year collaboration involving Earth observation, geospatial information and space-based technology for agriculture, fisheries, disaster response and climate-resilient planning.

The framework will explore tools for monitoring crop conditions, mapping floods and droughts, assessing irrigation resources, forecasting yields and identifying areas vulnerable to agricultural damage. Just as importantly, DA plans to use field validators to confirm and improve satellite-based assessments.

The timing matters. PAGASA's September 2026 Agroclimatic Outlook reports more than ₱2.2 billion in agricultural damage from August weather disturbances across affected regions, including Region VI, and says two to three tropical cyclones may enter or develop within the Philippine Area of Responsibility during September.

Our perspective at ACCENTECX AI:

Satellite imagery becomes more useful when it is connected with weather, soil, crop records, local geography and field validation. Analytics and AI can then help detect patterns and prioritize attention but every output should preserve its source, date, definition and uncertainty.

The goal is not another dashboard.

It is earlier, clearer and more defensible decisions for farmers, planners and communities.

PSA published a set of Youth Updates that caught our attention not because of one statistic, but because of what happens when several indicators are viewed together.

According to PSA, the youth employment rate was 92.2% in 2024, equivalent to about 14.21 million employed youth aged 15–30. PSA's 2024 FLEMMS also reports that 36.7% of employed youth said they were able to apply knowledge and skills learned from school or training in their current work or business. These are different indicators and should not be treated as directly comparable measures.

That means we should not jump to the conclusion that everyone outside the 36.7% is “skills-mismatched.”

But it does give us an important question:

Are young people simply finding employment or are their education, training and capabilities translating into the work they actually do?

PSA's ICT data adds another dimension. Among youth aged 15–30, the 2024 FLEMMS reports above-basic ICT skills of 83.0% in communication and collaboration, 74.8% in information and data literacy, 60.5% in safety, 58.0% in problem solving, and 45.5% in digital content creation.

For ACCENTECX AI, this is a good example of why the work does not stop at displaying statistics.

Data Engineering keeps different surveys, years, definitions and denominators correctly structured.

Data Analytics helps us see patterns and differences.

Data Science lets us investigate relationships and test hypotheses.

AI can make the resulting intelligence easier to explore.

Applied Systems can eventually place that intelligence into actual planning and program workflows.

The important part is maintaining the evidence trail.
