PanasaheƱos, here are the official mechanics for the Panasahan Halloween Festival 2025. This yearās event follows a similar format to last year, with a few exciting updates:
š Kids' Costume Competition
A special prize of ā±1,000 awaits the Best Guardian Costumeāso parents and guardians, get creative and join the fun!
š Parade Participation
Older kids and grown-ups are welcome to join the parade. However, prizes and candies are reserved for the little ones. A photo booth will be available to capture your hauntingly fun memories!
š§ Scarecrow & Creature Showdown
-Peopleās Choice (most online votes): P1000
-Entries from last yearās competition are not eligible for reentry. All models must be newly created for this yearās event.
Important Note for Creature Showdown:
While the goal of the competition is to create spooky and thrilling models that give kids a good scare, all entries must remain child-friendly. Designs should avoid excessive gore, disturbing imagery, or any elements that may be deemed inappropriate or traumatizing for young audiences.
Here are the complete mechanics.
Halloween Costume Contest for Kids Mechanics
1. Open to all Panasahan residents up to 12 years old.
2. Participants must be accompanied by a guardian.
3. Both kids and their guardians are available and can attend the street parade and trick-or-treat events.
4. A panel of judges will evaluate participants based on specific criteria during the street parade and the Trick-or-Treat events.
5. The winners will take home spooktacular prizes!
Criteria for Judging:
Originality 30%
Creativity 35%
Presentation 35%
Total 100%
Originality - New and original concept for costume design
Creativity - Creativity in design and use of materials
Presentation - Spooky impact on the audience; participants portrayal of the character
Costume Requirements:
1. Safe for kids use.
2. Must be comfortable to wear.
3. Durable.

1st Prize: P5,000
2nd Prize: P3,000
3rd Prize: P2,000
Best Guardian Costume: P1000

Halloween Creatures Showdown Mechanics
1. The contest is open to all Panasahan residents. Participants can join either as individuals or as part of a team. Please note, each person can only participate in one categoryāeither in one team or as an individual.
2. Participants are required to design and build their own models. The completed model must be submitted on or before October 25, 2025. For specific design guidelines, please refer to the Halloween Creatures Requirements section below.
3. All models will be displayed along Panasahanā s roadsides from October 25 to October 30, 2025, for public viewing.
4. A panel of judges will select the best model designs. These chosen models will be featured at the Panasahan Multipurpose Covered Court on October 31, 2025, during the Halloween Festival.
5. Each selected model will be assigned a dedicated booth at the Multipurpose Court. These booths will be used for the Kids' Trick-or-Treat activity during the festival.
6. On October 31, the chosen models will undergo final judging based on specific criteria. The top-ranking models will be awarded exciting prizes!
Criteria for judging:
Presentation/spooky impact on the trick or treat event 25%
Usage of recycled materials 20%
Originality 20%
Creativity 20%
Name and backstory 5%
Online Votes 10%
Total 100%
Halloween Creatures Requirements:
1. All scarecrows or creepy creatures must be handmade, with the majority of materials being recycled or repurposed.
2. Models must be sturdy enough to withstand outdoor weather conditions throughout the display period.
3. Models must be easily transportable, as the top entries will be moved to the Panasahan Multipurpose Covered Court for the Halloween Festival.
4. The use of electrical components is strongly discouraged to avoid potential hazards or accidents.
5. Each model must have a name or title. Including a creative backstory for your model is encouraged and may enhance your entry!
5.1. Name should NOT be a real personās name.
5.2. The backstory must be for general patronage.
5.3. Avoid any offensive, malicious or damaging content to any person or organization.

Rules for displaying the scarecrows on the roadside:
1. All models must be clearly visible from the street or a public walkway. You can display them on the roof, terrace, or balcony of your home, provided itās located along Panasahanā s main roads (National Road, Kanto ng Tawiran and Kanto ng Sub). If your residence is not on the roadside, we encourage you to team up with friends or relatives who have a suitable space for display.
2. Models must be positioned well away from any cables or electrical wiring to avoid potential accidents or fire hazards. Failure to comply with this rule will result in disqualification.
3. Models must not block public walkways, roads, or utilities. Any entry causing an obstruction will also be disqualified.
4. Participants are responsible for ensuring that their models remain in good condition and properly displayed throughout the competition period.
