Ipinapaunawa ng PELCO I sa lahat ng ating Member-Consumers na ang National Grid Corporation of the Philippines (NGCP) ang siyang nagtatakda ng oras, tagal, at kung aling mga Electric Cooperative o Distribution Utility (DU) ang maaapektuhan ng pagkawala ng kuryente dulot ng manipis na supply ng kuryente sa Luzon Grid.

Dahil ang suliranin ay nagmumula sa kakulangan ng supply ng kuryente mula sa mga planta, ang PELCO I at iba pang Distribution Utilities ay walang direktang kontrol sa sitwasyong ito.
