The Provincial Government of South Cotabato (PGSC), through the Office of the Governor – Office of the Provincial Youth Development Officer (OPG-OPYDO), successfully conducted the Leadership Seminar cm Technical Writing and Documentation Seminar for Provincial Youth Development Council (PYDC) on April 25, 2026, at Garden by the Lake, Bacdulong, Lake Sebu, South Cotabato.
This initiative is anchored on Section 27 of Republic Act No. 10742, otherwise known as the Sangguniang Kabataan Reform Act of 2015, as amended by Republic Act No. 11768 and its Revised Implementing Rules and Regulations (IRR), which mandates members of the Local Youth Development Council (LYDC) to undergo continuing training and capability-building programs. It underscores PGSC’s commitment to empowering youth leaders and strengthening their role in governance and community development.
The training aimed to equip the Provincial Youth Development Council (PYDC) with essential competencies in leadership, strategic thinking, and effective communication. It also addressed existing gaps in leadership capacity, technical writing, and proper documentation key elements in ensuring efficiency, transparency, and sustainability in youth programs and initiatives.
The event featured a series of technical sessions, which commenced with 𝐌𝐫. 𝐑𝐚𝐲 𝐙. 𝐋𝐨𝐫𝐞𝐧𝐳𝐨, 𝐋𝐏𝐓, 𝐘𝐨𝐮𝐭𝐡 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 𝐈 of the OPG-OPYDO, who presented the Rationale of the Activity. This was followed by discussions led by esteemed resource persons: 𝐌𝐬. 𝐌𝐚𝐫𝐢𝐚 𝐂𝐨𝐧𝐜𝐞𝐩𝐜𝐢𝐨𝐧 𝐌. 𝐆𝐚𝐦𝐚𝐨, 𝐏𝐡𝐃, 𝐋𝐏𝐓, who discussed Leadership Skills; 𝐌𝐫. 𝐉𝐢𝐦𝐛𝐨𝐲 𝐌. 𝐏𝐞𝐬𝐭𝐚ñ𝐨, 𝐏𝐡𝐃, 𝐋𝐏𝐓, 𝐂𝐏𝐑, who tackled Project Management and Sustainability; and 𝐌𝐫. 𝐒𝐭𝐞𝐯𝐞𝐧 𝐉𝐚𝐲 𝐀. 𝐒𝐢𝐥𝐚𝐡, 𝐏𝐡𝐃, 𝐋𝐏𝐓, who delivered a lecture on Technical Writing, Documentation, and Reporting.
By fostering continuous learning and capacity development among the Provincial Youth Development Council (PYDC), the PGSC advances its mission of delivering transparent and sustainable public services. This training marks a significant step toward strengthening youth leadership and institutionalizing good governance practices within the province’s PYDC.
