BENECO Restores Critical GovNet Connectivity in Baguio
BAGUIO CITY— The Department of Information and Communications Technology–CAR (DICT-CAR) announced the successful restoration of the Government Network (GovNet) at the DENR Regional Office and the Environmental Management Bureau (EMB) following swift intervention by the Benguet Electric Cooperative (BENECO).
The connectivity disruption was triggered by a fiber optic cable (FOC) cut within the DENR compound. The damage occurred when a backhoe accidentally struck the lines during tree-cutting activities in the area, immediately severing digital access for the two government agencies.
Recognizing the urgency and the critical nature of the services supported by GovNet, DICT-CAR Regional Director Jimmicio S. Daoaten sought the assistance of BENECO General Manager Engr. Melchor S. Licoben. Despite the unavailability of DICT’s regular third-party maintenance provider at the time, BENECO’s technical team provided the essential support needed to restore the connection.
“Your prompt support will greatly help ensure the continuity of essential government operations and public service delivery,” Director Daoaten said in a formal statement expressing appreciation for the cooperative’s responsiveness.
The successful repair underscores the vital role of the BENECO-DICT partnership in maintaining resilient infrastructure in Baguio City and Benguet. The collaboration proved decisive in preventing prolonged service disruptions and ensured that DENR operations returned to normal without further incident. (LSI)

GovNet Connectivity Successfully Restored!

The Government Network (GovNet) connectivity of DENR-EMB and DENR Regional Office has been successfully restored following a fiber optic cable (FOC) cut incident caused by a backhoe that accidentally hit the cable during tree cutting activities within the DENR compound.

Through the strong support and swift assistance of Beneco - Benguet Electric Cooperative, connectivity was promptly reinstated, ensuring the continuity of critical government operations and public service delivery.

In line with President Ferdinand Marcos Jr.’s directive to make digital connectivity a national priority, the National Digital Connectivity Plan (NDCP), the country’s first national infrastructure master plan for digital connectivity, had its approval by the Infrastructure Development Committee (INFRACOM), formally confirmed consistent with Executive Order No. 72, s. 2024, during the 7th Economy and Development (ED) Council Meeting, chaired by the President, on January 26, 2026 at the Bahay Pangulo Pavilion, PSC Compound, Otis, Manila.

𝐂𝐎𝐍𝐍𝐄𝐂𝐓𝐈𝐎𝐍 𝐀𝐂𝐓𝐈𝐕𝐀𝐓𝐄𝐃 || The DICT-CAR completes the integration of five key sites to the Regional Government Network following a successful series of installation, integration and testing.
The following sites are now fully operational and connected to the GovNet infrastructure:
🛜Department of Education Benguet Schools Division Office (DepEd-SDO)
🛜Special Education Center (SPED)
🛜Civil Service Commission (CSC)
🛜TESDA Benguet Office
🛜Benguet National High School (BeNHS)
With the GovNet facilities now up and running, these institutions are expected to benefit from faster, more reliable, and secure government internet connectivity. This development will further enable efficient public service delivery and seamless digital transactions across agencies.
The successful site integration and testing mark another step forward in the DICT’s mission to strengthen digital infrastructure and accelerate digital transformation in the region.
