Promotion
of the betterment of communities and organizations will be achieved through:
1. Transfer of new and innovative technologies;
2. Design and development of information systems;
3. Design and development of effective instructional materials;
4. Establishment of responsive educational programs;
5. Promote sustainable development, ecological balance, and social justice through research and development;
6. Seek grants to conduct projects and participate in related project bidding;
7. Organize events and activities to promote awareness and meaningful public participation;
8. Strong linkage to promote mutual trust and sustained partnership. To solve real world problems through the transfer of new and innovative technology which focuses on:
1.a. Development of new products or innovation of existing technologies; and
1.b. Acquisition of patents or other necessary rights.
2. To improve operational efficiency of organizations through the design and development of information systems which focuses on:
2.a. Institutionalization of Geographic Information System (GIS);
2.b. Deployment of information systems such as document management systems, inventory
management systems, accounting systems, biometric systems, and other related systems; and
2.c. Installation and/or maintenance of network infrastructure system.
3. To facilitate learning through the design and development of effective instructional materials through:
3.a. Implementation of research based framework in instructional material design and
development; and
3.b. Development of tools in measuring instructional material effectiveness.
4. To meet life expectations through the establishment of responsive educational programs which focuses on:
4.a. Preparations for board exams, qualifying exams, and certification exams;
4.b. Software training; and
4.c. Other relevant educational programs.
5. To promote betterment of communities through research and development which focuses on:
5.a. Engineering and technology;
5.b. Environmental studies;
5.c. Indigenous Knowledge System and Practices (IKSP);
5.d. Education;
5.e. Business and Management;
5.f. Policy and Governance;

6. To implement proposals through grants in the form of:
6.a. Local government funding;
6.b. Non-government organization funding;
6.c. Government Agency funding;

7. To promote empowerment and awareness through event organizing which focuses on:
7.a. Creativity and showcase of artistry; and
7.b. Meaningful Information Education Campaign (IEC);
