Hybrid Election System (HES) Transmission Data Set

This unedited, cellphone‑recorded clip captures the Hybrid Election System (HES) in full operation. The HES camera captures a voter’s ballot, the system instantly converts each mark into a plain‑text transcript that anyone can read, verify, and confirm on the spot. It also logs every ballot image, VVPAT, ER's, election‑record entry, metadata, activity log, location coordinates, telco connectivity details, and more.

All of these data streams are broadcast through a purpose‑built Distributed Mesh Network. In this network each laptop acts as a node, forwarding its results to every other laptop across the country. The more nodes that join, the faster the information propagates, because each participant relays the data they receive. Consequently, every laptop stores a copy of the entire dataset—records making alteration or hacking virtually impossible.

Because the architecture is server‑less, HES requires only ordinary internet connectivity and has no single point of failure to attack. The footage you’re seeing is completely raw—no cuts, no edits—a genuine glimpse of the field test conducted in Antipolo City, Philippines.

A test precinct for the HES has been established at the HES Research and Development Center in Antipolo. Its purpose is to put the system through its paces and gather input from a diverse group of test voters. We invited participants from all walks of life—people with varying education levels, those who are illiterate, and even children—to evaluate the platform’s simplicity and user‑friendliness. The feedback has been overwhelmingly positive.

Hybrid Election System (HES) – Counting Process

The raw, unedited footage shows HES’s machine‑vision system in action: it scans a live ballot, converts the markings into a clean digital text file, and makes that file instantly available for anyone to review, verify, and confirm. HES follows a “human‑in‑the‑loop” model, meaning every stage—capture, conversion, and validation—is manually checked and approved before the process proceeds. In other words, the election workflow remains fundamentally manual but is accelerated, secured, and made fully transparent by computer assistance.

The video was recorded directly on a cellphone, with no cuts or post‑production edits.

Hybrid Election System (HES) – Voter‑Verification Process

The raw, unedited footage shows voters actively confirming each ballot before it is finalized. Once a voter approves their choice, the HES automatically prints a Voter‑Verified Paper Audit Trail (VVPAT), providing another layer of tangible, auditable record of the vote. Every stage of the process demands a human check and a manual affirmation—consistent with HES’s “human‑in‑the‑loop” philosophy, which places decision‑making squarely in the hands of voters rather than machines.

The video was recorded directly on a cellphone, with no cuts or post‑production edits.

Reformists Unveil a Locally‑Crafted Hybrid Voting Platform for Trial Runs

A coalition of seasoned election‑reform activists—veterans of Philippine polling as participants and observers—has briefed the press on a cutting‑edge automated voting solution they hope the Commission on Elections (COMELEC) will test during the upcoming Barangay and Sangguniang Kabataan elections this November.

A Next‑Generation Hybrid Model:

The team describes their proposal as a next‑generation hybrid election system that blends paper ballots, a human‑in‑the‑loop (HITL) methodology, and fully auditable digital processes. Its design aims to boost transparency, verifiability, decentralization, and security across the voting continuum.

Human‑in‑the‑loop (HITL): The system merges rapid machine tallying with manual human oversight, preserving the tactile security of paper while delivering instant digital verification and public‑audit capabilities.

Built‑in Safeguards: It detects over‑votes and under‑votes, flags counterfeit or duplicated ballots, monitors out‑of‑area voting attempts, and analyses voter behavior patterns, among other protective measures.

The advocates emphasize that this is not a return to hand‑counting; rather, it is a modern, technology‑driven upgrade tailored for today’s digital environment.

Technical Foundations:

Powered by machine‑vision algorithms and a distributed mesh‑transmission network, the platform operates on a server‑less, securely distributed architecture that makes results immutable, tamper‑resistant, and immune to hacking. By positioning technology as an assistant to human auditors—not as the sole decision‑maker—the system seeks to eliminate the “invisible” threats of fully automated manipulation.

Practical Deployment:

Co‑designed and co‑developed by the reform group, the solution runs on readily available hardware—standard laptops and webcams—making it considerably cheaper than earlier fully automated election rigs.

The demonstration was led by former DICT Secretary Gen. Eliseo Rio, ex‑COMELEC commissioner Gus Lagman, and NAMFREL’s Maricor Akol.

Seeking COMELEC Feedback:

According to Gen. Rio, the team has already submitted the design to COMELEC and is awaiting comments.

“We want COMELEC to review the system and tell us where it can be refined—so that it (1) complies with our election laws, (2) fits the realities of diverse polling sites, (3) works with the devices and technologies presently accessible, and (4) remains cost‑effective,” Rio said.

He added, “We have revised the platform several times over the past months after consulting with election stakeholders. Now we’re waiting for COMELEC’s input so we can make final adjustments and, ideally, run a pilot for the Barangay and SK elections in November.”

A clean election is not merely a procedural formality; it is the essential foundation upon which a just, stable, and prosperous future is built for our children. When elections are free from fraud, coercion, and corrupting influences of unchecked money, the government that emerges possesses a genuine mandate from the people.
This legitimacy fosters public trust, which is the glue of a functional democracy.

For our children, this translates directly into tangible realities: schools and hospitals funded responsibly, environmental policies that safeguard their planet, and economic systems that offer fair opportunity rather than entrenched privilege.

Conversely, a corrupted electoral process produces leaders answerable to special interests, not citizens, leading to decaying public services, widening inequality, and a cycle of cynicism that young people inherit.

Ultimately, by insisting on clean elections—with transparency, equitable rules, and robust civic participation—we do more than choose a government; we model the integrity, accountability, and civic responsibility we wish for our children to inherit and practice.

We vote to give them a future where their voices, too, will be heard and valued in a system that works for everyone.
