WARD 26 GABAGABA COMMUNITY CENSUS IDENTITY CARD – PREPARING OUR PEOPLE FOR 2027
As Papua New Guinea prepares for the 2027 National General Elections, it is important that remote communities such as Gabagaba Village, Ward 26, begin strengthening our own community records and identification systems.
GABASPOT Digital Solutions has developed a proposed Ward Census Identity Card for verified residents of Gabagaba.
The card would provide each registered community member with a unique Census ID number and QR code, linked to their verified household, village and Ward 26 community record.
WHY SHOULD GABAGABA PREPARE NOW?
For many remote communities, access to reliable digital infrastructure and biometric identification services may take time to reach everyone.
Rather than waiting until election time, Ward 26 can begin organizing and verifying its own community population records now, so that every household and registered resident can be properly accounted for.

Gabagaba people regularly travel to Port Moresby and other urban centres for employment, education, business, medical treatment, family matters and other important activities.
But what happens if one of our community members is involved in an accident, emergency or other unfortunate situation while away from Gabagaba?
A Ward Census Identity Card could provide an immediate and convenient way of establishing that person's registered connection to Gabagaba Village and Ward 26.
For example, if a registered community member is involved in an accident and is unable to communicate or explain who they are, the unique Census ID and QR code could, where appropriate and subject to proper privacy and access controls, assist an authorized community representative in verifying the person's community record.
This could help community representatives identify the person's:

🌴 Village
📍 Ward 26 connection
👨 Family or household information
and potentially assist in reconnecting the person with their family, household, village leaders or authorized community representatives.
This is particularly important for our young people, workers, students and other Gabagaba residents who spend extended periods away from the village.
WHAT ABOUT THE 2027 NATIONAL ELECTION?
The Ward Census Identity Card is NOT intended to replace the official PNG electoral roll, voter registration, National ID, passport, driver's licence or any other government-issued identification document.
It is a community-level census and identification card designed to complement existing Ward, Government and electoral arrangements.
Its purpose is to help Ward 26 maintain an organized, verified and up-to-date record of its people and households.

We should not wait until 2027 to discover that our community records are incomplete, outdated or difficult to verify.
